The primary purpose of this position is to serve as a command headquarters level senior weapon system manager of assigned aircraft, applying military judgment and expertise of technical, logistics, and program management.

Duties

To plan, organize, and determine necessary policies, Air Force Instructions, directives, programs and procedures for integrated management and engineering efforts of AFRC agencies employed in support of aircraft maintenance and sustainment for all assigned aircraft. Provides expert logistics management technical advice and guidance, as a Command Senior Weapon System Manager. As a Command Senior Weapon System Manager, advises on the technical aspects of assigned MDS, aircraft maintenance analysis, and maintenance scheduling issues. Serves at the command level as an AFRC Weapon System technical advisor to major command functional managers, AFRC units, System Program Office and Depots in the maintenance, operation, and training related to complex and sophisticated weapon systems and equipment. Represents AFRC at meetings and conferences; independently interacts with a full range of various command levels, from field units to MAJCOM and HQ Air Force; and prepares and delivers reports and briefings to senior leadership providing recommended solutions for complex maintenance issues. Responsible for the overall management, control, coordination and execution of the assigned Aircraft Maintenance Program.

  • AF military experience is mandatory for the successful performance of the work.
  • The employee will be required to obtain and maintain a security clearance.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes skill in applying, a comprehensive range of principles, concepts, and practices to perform difficult and complex assignments concerning equipment sufficient to review maintenance and troubleshooting procedures, new equipment, mastery of knowledge of aircraft weapon system operating systems, technical order system, and procedure pertaining to engine management. ; knowledge and experience with support requirements, ability to manage, control, coordinates execution of the assigned Aircraft Maintenance Program; and training related to complex and sophisticated weapon systems and equipment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of a wide range of federal and agency logistics management concepts, principles, practices, planning and programming, procedures, systems and regulations applicable to a full range of logistics management activities to include MDS specific aircraft maintenance procedures and policies, deployment planning and operations, and logistics plans under peacetime and wartime conditions to develop and recommend policies and procedures for the section. 2. Mastery of knowledge of aircraft weapon system operating systems, technical order system, and procedure pertaining to engine management. 3. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 4. Adept skill in analyzing issues and formulating solutions to complex problems. 5. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 7. Knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of operating programs; and, skill in integrating and analyzing such information in order to evaluate overall program status. 8. Comprehensive knowledge of organizational level maintenance experience maintaining propulsion and auxiliary power unit systems to include engine run operations, and borescope inspection. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
