This position is the Clinic Profiler for the medical facility and satellite clinics/healthcare system (Facility). This position provides a high level of complex and highly skilled support related to provider profile management. Coordinates clinical/provider profiles and scheduling grids, including but not limited to clinic set up and clinic maintenance.

Duties

Major duties include, but are not limited to: Applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems Interprets and applies regulatory guidelines Evaluates and analyzes processes and procedures with multiple variables Communicates effectively with a wide variety of professional and non-professional individuals Locates, extracts, interprets and generates reports of various natures for various Facility services. Uses various software applications and databases to develop reports and manage data. Coordinates clinical/provider profiles and scheduling grids Coordinates quality assurance efforts through assessments on workflow and procedures to develop means of improving service delivery to customers. Monitors and conducts annual reviews of accuracy of clinic profiles Develops, coordinates and provides training to all areas impacting profile management and trains other staff to perform similar duties Responsible for creating new clinics, adjusting existing profiles as necessary for changes, inactivating & cancelling clinic availability. Validates accuracy of all clinic set up including locations & contact information that accurately direct patients to the clinical service Responsible for overall program management for the clinic maintenance process for the Facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients Develops, implements, and monitors procedures for creation and maintenance of all clinics Develops and implements local standards, defining requirements and providing advice to top management on related issues pertaining to clinic/provider profile management. Ensures that completed profiles reflect national, network and local goals, directives, and policies. Coordinates all administrative needs of clinic profile building and maintenance Establishes program goals, evaluates implementation, and data capture components for the Facility. Provides technical advice to clinic personnel regarding scheduling, clinic profiles and workload. Participate in Facility/VISN projects, task forces, and committees to problem-solve, educate and implement software, data capture and scheduling directive matters, and other workgroups related to access, wait times, and clinic profile management. Reviews reports, records, and provides statistical analysis for accuracy in clinic profile management Monitors profiles to determine appropriate and adequate access is available for patient scheduling needs and to meet demand Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience (GS-9): You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization Knowledge and skill adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity Skill in conducting detailed analyses of complex functions and work processes Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. ( NOTE: Transcripts with degree confer date must be submitted with the application. Education cannot be credited without documentation) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications requirements for grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Specialized Experience (GS-11) : You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting national policies and procedures; developing and implementing local standards; defining requirements and providing advice on issues pertaining to clinic/provider profile management; skilled in achieving clinic set up in the best interests of all clinic profile management; identifying best methods to collect requested data from a variety of multiple sources; compiles statistics and other data; and evaluates data capture outputs that includes but not limited to clinic utilization, accurate clinic parameters, program clinic naming standards, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two full year of progressively higher level graduate education related to the position. :You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsFlexibilityTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
