Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. At the GS-7 level, the Program Analyst serves in a developmental role which will provide the individual with the knowledge, skills and abilities needed to perform the full range of duties as described in the GS-9 level Program Analyst position. The incumbent will be aligned under the Quality Operations Service and will be required to satisfactorily complete both on-the-job training and related instructions under the technical direction of the Quality Analytics Section Supervisor. The incumbent must gain the necessary knowledge in developing tools, methods, and manage various tools to apply fact-finding, analytical, and problem-solving methods, and techniques to assist the Medical Center on its journey to High Reliability with a goal of achieving Zero Harm. At the GS-9 full performance level, the Program Analyst applies complex fact-finding, analytical, and problem-solving methods, and techniques to assist the Medical Center on its journey to High Reliability with a goal of achieving Zero Harm. Duties include, but are not limited to, the following: Developing data management processes to track assigned performance measures and communicate facility and comparative industry benchmarks. Using evidence-based criteria to collaborate with interdisciplinary teams to assist with meeting performance measures and accreditation standards. Collecting, analyzing, and evaluating data, making recommendations for improvement where appropriate. Consulting with staff and leadership to identify opportunities for performance improvement and assisting staff to develop and implement performance improvement plans. Maintaining a working knowledge of available data sources and reports; serving as an expert in data management principles. Providing education to staff outlining key performance measures and definitions of criteria and reporting. Applying technical skills to manipulate and analyze large datasets in a variety of formats. Compiling, preparing drafts, and finalizing technical papers and/or similar instructional materials in support of program specialties. Compiling and preparing a wide variety of recurring or one-time statistical and narrative reports for service-level and executive leadership. Assisting the Medical Center with High Reliability/Quality, Safety, Value (HRO/QSV) activities including, but not limited to, Performance Measurement, Patient Safety, Accreditations and Continuous Readiness, Surgical Quality Improvement, and Peer Review. Serving as a facilitator and subject matter expert to assigned committees, services, and interdisciplinary teams for issues regarding HRO/QSV. Monitoring organizational governance activities for effectiveness; investigating and analyzing adverse trends or conditions and initiates corrective action. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet Time-In-Grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year of Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates one year of Time-In-Grade. You may qualify for this position based on one of the following: Specialized Experience: At least one (1) full year of specialized experience equivalent to the GS-5 level in federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst, and that is typically in or related to the work of this position. Qualifying specialized experience for this position includes but is not limited to: Collecting, analyzing, and evaluating data, making recommendations for improvement where appropriate. Investigating and analyzing adverse trends and initiating corrective actions. One (1) full year of graduate level education is considered to be the number of hours that the school has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfactory for this requirement. (TRANSCRIPT MUST BE SUBMITTED) OR Combination: Equivalent combination of specialized experience and graduate level education. (TRANSCRIPT MUST BE SUBMITTED) OR Superior Academic Achievement (SAA) based on one of the following: Class standing - Rank in the upper third of the graduating class in the college, university, or major subdivision. Grade-Point Average (G.P.A.) - Applicants must have either: A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. (TRANSCRIPT MUST BE SUBMITTED) A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Physical Requirements: The incumbent's work is primarily sedentary but may involve frequent walking or standing during data gathering activities, bending, and carrying items such as books or papers.
