We are looking for experienced individuals to provide administrative services in the following functional areas: human resources services, budgetary and financial management services, purchasing, procurement, contract administration, management and program analysis, and/or facilities, property, safety, or space management.

Duties

If selected for this position as a GS-0341-13 Administrative Officer your duties may include, but are not limited to the following: Supervises, plans, organizes, and directs studies and analyses that impact upon the management of administrative resources and operations for the purpose of ensuring that the use of resources and the delivery of services are optimal to meet customer needs. Participates in the development and implementation of administrative policies, operational/function guidelines, procedures and systems to ensure effective planning, reporting and direction for administrative operations. Serves as a senior advisor to one of the ORS Associate Directors or the Director, ORF, and other senior management officials on management of operations that affect the direction of programs, in the program clusters. Supervises the analysis of organizational priorities and the provision of a wide range of liaison services to support administrative aspects for a significant agency component. Defines goals to be met on major program issues, recommends a course of action, and implements the alternative policies chosen for various administrative areas of the organization, such supply, service and equipment procurement, human resources and workforce utilization, contract negotiation, construction and renovation, or space utilization. Prepares short- and long-range planning guidance in accordance with broad program policies and objectives. Advises on human resources actions and advises staff on IC, agency, and Federal human resources regulations, procedures and policies relative to Federal employees and contract personnel. Prepares reports and analyses of overall human resources issues (i.e., allocated versus encumbered FTEs, potential losses, etc.), as may be required for budget, staffing patterns, recruitment, vacancies, etc. Provides guidance on handling more complex issues with discrepancies related to payroll and time and attendance. Interprets policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employee's assigned area(s). Supervisor over the assigned staff, exercises the full range of supervisory responsibilities.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-13 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing, implementing, and evaluating administrative management programs and services for an organization; administering human resources programs; providing guidance on laws, regulations, and policies governing administrative management programs; and providing supervision and direction to other staff.
