The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Case Management Operations, DoD Discharge Appeal Review Board.

Duties

Plans, organizes, and directs the activities of the Case Management Operations team, ensuring that administration and data collection and processing complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents DoD Discharge Appeal Review Board with a variety of installation and functional area organizations. Responsible for performing administrative management, supervisory oversight, and execution of duties associated with cases accepted by the DARB. Reviews appeal applications alleging error or injustice by military members and former military members of the Army, Navy, Air Force, and Marine Corps under the provision of, Title 10, Section 1553a. Provides operational oversight of case management and boards/panels operations.

  • This is a Centrally Managed Position in the Force Support Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Human Resources Management Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced military human resources management principles, concepts, regulations, and practices, analytical methods and techniques, by managing a complex programs that cuts cross OSD, DoD agencies, Military Departments, and Department of Veteran Affairs (DVA). Also, developing, evolving and operating an effective and efficient file collection process that serves the reassessment of Discharges of service veterans by involving the development of programs plans, goals, operations, objectives, and milestones for management of the DARB by the AFRBA. The work involves identifying and developing ways to resolve multi-service operations, manpower, and civilian personnel resource problems that directly affect the ability of the DARB to accomplish its joint board mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Title 10 USC 1553a, and OSD policy and memorandum, that implements DARB laws, regulations, policies and guidance. 2. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, analyze, organize, and direct the resource management functions and staff of a small to medium sized organization. 3. Knowledge of a wide range of concepts, principles, and practices relating to board management, data management, Case Management Tracking System for storing and analyzing discharge data, and civilian personnel matters, and organization issues. 4. Knowledge of Joint Personnel programs goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions as related to DARB events. 5. Knowledge of administrating, delivering, maintaining, advising on, and adapting basic concepts, principles and theories for military and civilian Human Resource management to the organization. Ability to communicate effectively, both orally and in writing. 6. Skilled in analyzing a wide variety of military personnel data systems and data processing functions, techniques and capabilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
