Duties

The primary purpose of this position is: To serve as a combatant command headquarters level senior program analyst and action officer, applying expert program experience to analyze capability development, evaluate issues, develop recommendations and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned program areas and missions and to resolve substantive problems and issues of effectiveness and efficiency of work operations in USSPACECOM program areas and mission. Specifically serves as analyst for the articulation and development of command requirements processes. Performs substantive planning, advocacy, and requirements work in support of Space Situational Awareness (SSA), Overhead Persistent Infrared (OPIR) detection, and Missile Warning (MW). Additionally supports system allocation, modernization, force management and analysis to include integrating, coordinating, prioritizing, and advocating for USSPACECOM future concepts, mission capability needs, weapon system development, support for emerging technologies and command and control architecture across these mission areas. Supports the USSPACECOM Planning, Programming, Budgeting and Executing (PPBE) of these programs, and Joint Capability Integration and Development System (JCIDS) submissions. Duties: Applying background experience, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program area. Develops new methods for documenting planning and programming decisions in appropriate formats, providing expert technical guidance and high-level advisor support, to meet USSPACECOM assigned program requirements. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

  • May occasionally be required to work other than normal duty hours to include overtime and/or emergency overtime and which may include weekends, evenings, and holidays
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft
  • The employee may be required to work irregular duty hours including evenings, weekends, and/or holidays
  • Highly desire incumbent hold a bachelor’s degree in accounting, business, operations, engineering, or related technical degree such as mathematics. Advanced degrees preferred
  • Joint and space, missile, and/or cyberspace operations experience is highly desirable
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in (cont'd)
  • Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. (cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of management and organizational principles and practices for a wide range of qualitative and quantitative methods for the assessment and improvement of critical command programs and a comprehensive knowledge of planning, programming, and Department of Defense and Service acquisition, and management processes to provide and advise services in support of JCIDS, PPBE, acquisition, exercises, training systems, testing concepts, foreign military sales, contingency plans, or space operations; Comprehensive knowledge of the Federal, DOD, and Service planning and programming, and thorough knowledge of assigned program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; JCIDS; PPBE; acquisition; and space operations. Knowledge of USSPACECOM program goals and objectives; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of space capabilities as it applies to assigned programs; and assigned missions. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to communicate effectively, both orally and in writing, negotiate complex issues; and maintain good working relationships. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
