Duties

The primary purpose of this position is: To serve as a Senior Special Access Program (SAP) Analyst and subject matter expert (SME) on issues related to sensitive and classified support to missions assigned or inbound to the Commander, USSPACECOM by the Unified Command Plan. In this capacity, the incumbent routinely provides the USSPACECOM/J3 and J39 Division Chief, Director of Special Programs and Commander objective based advice on compartmented SAP programs expected to be presented to USSPACECOM and DoD clandestine operations activities. In coordination with other combatant commands, services, joint staff and the intelligence community; leads, manages and coordinates the development and staffing of requirements, concepts, plans, and orders for non-apportioned or pre-apportionment emerging capabilities. Gains approval to execute Special Access Programs by leading capability transition to USSPACECOM and subsequently the Review and Approval Process (RAP). Duties: Leads diverse team of personnel assigned HQ USSPACECOM, functional components, service components, joint staff, office of the Secretary of Defense, and intelligence community focused on providing clandestine support on a broad range of issues. Provides expert technical guidance, advisory support, and assistance for entire period of crisis, contingency, planned, and ongoing operations. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

Conditions of Employment: (cont'd) Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. Incumbent is subject to irregular work hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems; Mastery knowledge is applied to the design and conduct of comprehensive management studies pertaining to space operations. The boundaries of such studies are oftentimes extremely broad and must be developed as the project progresses. The types of space studies developed are characterized by their breadth and importance; and Comprehensive knowledge of planning, programming regulations and thorough knowledge of USSPACECOM's planning and management processes to prepare long range and short-range planning guidance in accordance with broad agency policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Comprehensive knowledge of USSPACECOM missions and forces, including supported and supporting command relationships of apportioned and assigned forces. Mastery of IJSTO and Special Activities technology, planning, development, and execution sufficient to coordinate and integrate functions supporting USSPACECOM interests and missions. Expert knowledge of and advanced skill to apply procedures, requirements, regulations, and policies related to IJSTO and Special Activities. Includes the ability to maintain credibility with others on technical matters, such as in-depth knowledge of capabilities methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned functions in support of USSPACECOM interests and missions. Ability to analyze and assess system or portion of a major system's acquisition; to analyze data to determine the validity of operational objectives and goals, to identify support requirement deficiencies; and to establish relationships between the participants involved in program development. Should be able to evaluate the requirements in the areas of money, manpower, materiel, facilities, and services needed to support the program. Advanced oral and writing communications skills; ability to negotiate complex issues; and ability to maintain good working relations with diverse groups and executive-level management throughout the agency. Ability to effectively lead and organize study teams tasked to originate new ideas, projects and methodologies. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors; and evaluate individuals and produce reports on their performance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
