The primary purpose of the position is to serve as the Program Specialist assigned to the Specialty Care Clinical Resource Hub (Specialty CRH). The incumbent supports clinical telehealth operations for the Specialty CRH and serves as a primary administrative point of contact for clinical operations work of the service line, including training and supporting set up of new Specialty CRH services. Serves as a subject matter expert (SME) in Specialty CRH health care delivery.

Duties

The incumbent is responsible for supporting Specialty CRH clinical operations, both synchronous and asynchronous, to include clinic set-up, telehealth coordination, training and scheduling. Serves as the point of contact for both outpatient and inpatient referrals requiring Specialty CRH services and is responsible for supporting new Specialty CRH clinic set-up. Develops processes to ensure telehealth modalities are timely, efficient, and appropriate to the needs of the patient. Manages, confirms, and coordinates telehealth services for inpatients and outpatients. Supports drafting and completion of Telehealth Service Agreements. Ensures that Specialty CRH clinics have necessary resources (e.g., telepresenter, clinical applications such as WebVRAM, scheduling procedures, space). Administrative point of contact for clinical, business, and scheduling aspects of Specialty CRH/Connected Care applications such as the Telehealth Management Platform (TMP), encounter closeout and consult and note completion in CPRS. Coordinates with clinic set up and monitoring of workload capture and issues for all Specialty CRH clinics and sites, to include interfacility workload. Synchronizes telehealth modalities with medical staff, patients, facilities, Specialty CRH services, and emergency services. Serves as an administrative point of contact for clinical and scheduling aspects of Specialty CRH applications, encounters and consults. Coordinates initial clinic set up and ensures clinic build accuracy, monitors workload capture and issues for all telehealth clinics and sites, to include interfacility workload, and monitors clinic build accuracy, following issues through to resolution. Reviews and attempts to resolve encounter completion and consult closure issues. Troubleshoots and determines problems with any connectivity issues relating to video teleconferencing equipment and directs the efforts to resolution. Independently trains staff on equipment, peripherals. and documentation to support the delivery of Specialty CRH services and appropriate capture of workload. Trains providers on the use of video telehealth (VTEL) equipment, Veterans Video Connect (VVC), WebVRAM, CPRS Launcher, My HealtheVet, secure messaging and TMP, instructs Specialty CRH staff on documenting patient visits at the hub and spoke sites and closing out consults and encounters appropriately. The incumbent supports clinical administrative activities associated with the operation of the Specialty CRH. Actively participates in program management and program evaluation and ensures that the administrative functions are integrated to provide optimum utilization of resources. Formulates scheduling procedures, ensuring compliance with VA regulations, statutes, and the standards and requirements of various internal and external review bodies (e.g., Office of Inspector General, The Joint Commission). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
