The Program Specialist serves within the Palo Alto Office of Research and Development and manages the pre-employment screening and onboarding processes for Without Compensation (WOC) employees. The position also manages requests for systems accesses and serves as a Stanford University Institutional Review Board (IRB) liaison.

Qualifications

One year of specialized experience equivalent to at least the next lower grade (GS-9) defined as experience completing pre-employment screening processes such as submitting security background investigation requests, submitting hiring actions for human resources processing, and facilitating the onboarding process; experience managing platform and system access requests; experience tracking process statuses and filling in organizational database elements; and experience reviewing documents to ensure compliance with regulations and laws. -OR- A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or a LL.M., if related. -OR- An equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required. You will be rated on the following Competencies as part of the assessment questionnaire for this position: ClericalHuman Capital ManagementManages and Organizes InformationTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
