About the Position: This position is in the Naval Medical Center Office of Materiel Management, San Diego, California. San Diego is a city on the Pacific coast of California known for its beaches, parks and warm climate. Immense Balboa Park is the site of the San Diego Zoo, as well as numerous art galleries, art studios museums and gardens. A deep harbor is the Home to a large active naval fleet, with the USS Midway an aircraft-carrier-turned-museum, open to the public.

Duties

Clerical work involves the processing or maintenance of records or documents which represent the transactions or business of an organization. Responsible for developing postal service operations for the Naval Medical Center, San Diego (NMCSD). Serve as point of contact with the United States Postal Service (USPS), United States Parcel Service, Federal Express, and other government agencies regarding policy and operational matters concerning the processing of mail. Plans out the successive steps and handles situations or deviations in the work assignments. Assist the employees with unusual situations that do not have clear precedents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

Specialized Experience: One year of specialized experience which includes: experience implementing regulations, policies and procedures relating to Classified and Unclassified Official Mail; weighing and packaging of various material, applying postage, security procedures pertaining to handling sensitive materials; operating mail center equipment to including postage meter, mailing machine, scales, automated labeling machine and mail management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as Business, Accounting, or Logistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical)Reasoning (Clerical/Technical)Self-Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06)
