The Joint Rapid Acquisition Cell (JRAC) coordinates urgent and emergent acquisitions to meet the needs of combatant commanders and interagency partners by refining requirements and harnessing authorities best suited for rapid acquisition. The JRAC also manages the Warfighter Senior Integration Group (SIG) on behalf of the Deputy Secretary of Defense, with the Executive Director, JRAC serving as Executive Secretary for the SIG(s)

Duties

This Public Notice is to gather applications which may or may not result in a referral or selection. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905, Per 3. Covered Positions c. Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, USD (P&R) memo of June 23, 2023. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Leads efforts to coordinate delivery of material solutions associated with Warfighter Senior Integration Group (SIG) direction to Warfighters engaged in contingency operations. Executes authorities described under DoD Directive 5000.71 and prioritize direct actions to meet urgent requirements and to integrate department wide efforts to manage the institutional response to operational surprise. Convenes Warfighter SIG meetings at the request of the Warfighter SIG Chair or Co-Chair and develops implementing policies and procedures for the operation of the Warfighter SIG and the JRAC. Engages on behalf of the JRAC Director with Combatant Command staffs and Joint Staff personnel to monitor activities of Functional Capabilities Boards, the Joint Capabilities Board, and the Joint Requirements Oversight Council concerning emerging Warfighter SIG issues.

  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • This position requires you to submit a Confidential Financial Disclosure Form (OGE 450) upon appointment.
  • This position requires a Program Management, Advance Level 4 acquisition certification. You will have 48 months to achieve this certification.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • Overtime is NOT authorized for this position
  • This position is for situational telework only

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 or GS-13 grade level in the Federal service (experience may have been gained in the private/military sector) that demonstrates your ability to: Manage capabilities integration utilizing knowledge of the Office of Secretary of Defense and military force structures, air and sea deployment planning and operations, military planning techniques and plan development. Lead/guide a Warfighter joint environment with experience in preparing and delivering decision briefs to senior level personnel. Work with multiple organizations to give technical support to personnel on Warfighter requirements. Define, integrate, and implement innovative solutions when evaluating the feasibility of implementing new technologies within current environments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.
