The primary purpose of this position is to serve as a Freedom of Information Act (FOIA) and Privacy Act (PA) Program Manager for policy and guidance for HAF 2-letter organizations, Field Operating Agencies (FOA), and Direct Reporting Units (DRU) organizations, employing more than 1200 government employees.

Duties

Ensures the SAF/AAII division plans, missions, vision, and values are communicated to the HAF FOIA team of action officers. Articulate and communicate to the team the assignments, projects, actionable events, milestones, and/or program issues under review, and deadlines/timeframes for completion. Lead team in measuring and assessing performance strengths and weaknesses, identifying improvement opportunities, and identifying and providing for process improvement and team member training. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor. Represent the HAF FOIA team with other division teams and with a variety of installations and functional area organizations. Represent the team consensus and convey team findings and recommendations in meetings and interaction with other team leaders, program officials, the public, and customers on issues related to or impacting team objectives, work products, and/or task. Represent the team in dealing with supervisor and other internal/external entities for the purpose of obtaining, developing, and utilizing team resources. Communicate on team's behalf regarding inputs and recommendations for technology resources, consumable material, and work supplies. Ensure adequate handling, storage and transfer of all classified records at all security levels to meet requirements of DOD Directive 5200.1, Vol 1-4; AFI16-1404, and other governmental regulations related to security protective measures.

  • Requires short and extended periods of TDY within and outside the continental United States. Requires travel by any or all modes of military and/or commercial transportation

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the FOIA (including legal interpretations and decisions pertaining thereto) and other pertinent laws, executive orders and FOIA court decisions and precedents pertaining to information disclosures, security, privacy and protection of information related to the FOIA program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the legal and statutory mandates for the following programs: Freedom of Information Act, Privacy Act, Information Security, and a working knowledge of the Air Force Records Management Program, applicable federal and public laws, executive orders/DOD directives, applicable FOIA/PA court decisions and precedents pertaining to access laws, Defense Privacy Act Board Advisory Opinions, and the National Archives and Records Administration guidelines and policies governing life-cycle management of official records. Established FOIA expertise is required to provide advice, guidance, and authoritative consultant services to team members, supervisor and organization leaders, and customers. 2. Knowledge and skill to evaluate supervisor, organization leadership, and customer related FOIA requirements. Comprehensive management and knowledge of FOIA IT systems. 3. Ability to provide guidance and direction to employees who process a wide range of FOIA requests. Ability to coach, facilitate, and mentor team members in the operation of a FOIA requester service center as directed by the supervisor and in compliance with applicable policies, directives and statutes. 4. Ability to conduct classroom training and instructions and communicate effectively, both orally and in writing 5. Ability to research, analyze, interpret and apply Executive Orders 13526, Public Laws 105-261 (Kyl Amendment) and PL 106-65 (Lott Amendment), the Atomic Energy Act of 1954, the Freedom of Information Act, and the Privacy Act of 1974, as amended. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
