You will serve as a GOVERNMENT INFORMATION SPECIALIST within IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will assist with all matters pertaining to the supervision, management, and oversight of the Department of Navy's Privacy Act and Freedom of Information Act programs. You will provide guidance throughout the Department of Navy, DoD, and other federal agencies regarding Privacy Act and Freedom of Information Act issues. You will respond to external and internal inquiries regarding the Privacy Act an Freedom of Information Act programs. You will ensure appropriate Privacy Act and Freedom of Information Act records are created and maintained through organized handling, filing, retrieving, and protecting.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of the provisions for the Privacy Act, Freedom of Information Act, other information access laws, Executive Orders, and statues to resolve complex problems and issues. 2) Analyzing and interpreting civil laws and court decisions affecting policies and procedures regarding the Privacy Act and Freedom of Information Act. 3) Managing internal programs to ensure policies, procedures, and standards are in compliance with the Freedom of Information Act and Privacy Act provisions. 4) Articulating ideas effectively through written and oral communication. 5) Establishing and maintaining working relationships with a variety of publics, some of which have opposing points of view and a wide variety of special interests and concerns.
