You will serve as a LEGISLATIVE AFFAIRS COORDINATOR in the Office of the Assistant Secretary of the Navy (Energy, Installations, and Environment) (OASN/EI-E).

Duties

You will serve as a single touch point for congressional engagement within the ASN (EI-E). You will conduct persuasive engagement with congressional members and staff, seeking to influence perspective on DON projects, missions, and interests. You will analyze key congressional interest areas and program vulnerabilities in relation to all Navy and Marine Corps military construction, facilities management, environmental programs, safety, energy, and base realignment and closure. You will develop strategies to engage with members and professional staff to further ASN (EI-E) strategy and for responding to congressional requests. You will manage the development and coordination of responses to congressional inquiries regarding ASN (EI-E) equities and to respond to congressional information requests from senior Navy leadership, OSO, and Congress in a timely manner. You will provide direction and advice to the Navy Secretariat as well as Navy and Marine Corps commands on Reports and Briefings to Congress. You will coordinate with other offices and subject matter experts to develop and review legislative proposals and advise leadership to ensure proposals are consistent with Navy shore readiness policy and current programming priorities. You will manage all aspects of the Congressional hearing preparation process, including analysis of key congressional interest areas and program vulnerabilities. You will engage regularly with the DON Secretariat, Navy and Marine Corps to create a continuum between planning and programming decisions, budget submissions, and execution decisions with congressional messaging. You will serve as the action officer for especially important and/or sensitive projects as determined by the ASN or PDASN. You will investigate and conduct independent research and analysis to provide informed recommendations to senior DON leadership on sensitive and/or high priority issues.

  • You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Occasional travel away from the normal duty station may be required, up to 10% of the time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Drafting, coordinating, and presenting responses to congressional inquiries; Analyzing congressional interest areas, and Preparing responses to questions for the record (QFR).
