This position is located in the Central Services Accounting Branch, Central Services Business Operations Division (CSBOD) and reports to the Director, CSBOD, Office of Financial Management (OFM), Office of Management, Office of the Director, National Institutes of Health (NIH).

Duties

As a supervisory budget analyst, you will provide leadership, direction, and supervision for all phases of the Central Services budget including: Reviewing and presenting for both budget formulation and execution of central services activities. Developing Management Fund (MF) and Service and Supply Fund (SSF) budgets for inclusion in the total NIH budget and for review and recommendation various governing committees. Financial performance analysis and preparation of distributions of the MF, SSF assessments, and other shared costs to the IC components. Recording receipts and facilitating distribution of resources received under authority of the Technology Transfer Act (Cooperative Research and Development Agreements (CRADAs), Patents and Royalties). Specific responsibilities include the following: Coordinating the overall budget process for NIH Central Services, including budget formulation, presentation, and execution. Reviewing issuances affecting the overall area of financial management for the purpose of making recommendations or for assessing their impact on Central Services activities. Interpreting and directing the preparation and dissemination of policies, guidelines and instructions throughout NIH relating to Central Services budget formulation and execution activities and other functions/activities carried out by the Branch. Supervising the development and implementation of a comprehensive system for the review, coordination, analysis and recommendations for the allocation and management of resources available to the Central Services. Analyzing and responding to or directing the preparation of responses to inquiries from the GAO, the OMB, DHHS., and other regulatory agencies relating to Central Services functions/programs budgets.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector by independently leading all the administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: providing oversight and direction in planning and carrying out budget formulation, presentation, and execution functions for an organization; formulating and developing budget requirements to support organizational programs; preparing information for use in presenting and defending budget proposals; and performing budget execution, funds allocation and control functions.
