We are looking for a Supervisory Budget Analyst who will be responsible for providing direction and oversight to a budgetary program. Please make sure to highlight and thoroughly describe experience in your resume.

Duties

Serves as a senior budget analyst to develop and recommend objectives and plans to achieve the IC's long- and short- range mission priorities. Performs budget development, formulation, and execution functions for the IC. Provides analysis and advice on a range of complex financial matters to program managers and staff, including authoritative interpretations of budgetary policy and guidance. Maintains a system of internal controls over all aspects of IC budget formulation and execution to guard against waste, fraud, abuse, or mismanagement. Distributes funds to IC components, analyzes actual expenses relative to plans, makes projections, and indicates adjustments in plans necessary to maintain equitable program balance taking into account frequent and unforeseen budgetary changes. Monitors, reviews and reconciles commitments, obligations, reimbursable orders, etc. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Ensures that operating budget allocations are not exceeded. Identifies potential budgetary problems and provides recommendations for their resolution. Monitors and reports on the rate of expenditures. Notifies management officials of trends toward over- and under- obligation of funds. Identifies opportunities and recommends improvements to budgetary processes, policies, and procedures. Analyzes new, revised, and/or pending legislation to determine budgetary impact on IC mission priorities; advises senior leadership on budget and financial strategies to meet legislative mandates. Makes recommendations to senior leadership regarding resource allocations and prepares supporting documentation on the rationale for all decisions made. Prepares a variety of regular and special reports and presentation materials covering the status of funds, expenses, and obligations. Performs all of the supervisory responsibilities inherent in a first-line supervisor, to include establishing technical and workload objectives.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing financial and budget activities, providing oversite and guidance to budget staff and performing a wide range of administrative and analytic duties in the formulation, presentation, and execution of a budget for a large institution, as well as ensuring compliance with established policies and procedures; providing leadership to other team members; assisting staff in prioritizing work.
