The primary purpose of this position is to ensure the command's global C4 operations and IT capabilities, services, and systems are effectively constructed, managed, and overseen as a portfolio of programs, projects, and operations; to provide management of essential operation components such as policies, processes, equipment, and data for overall effectiveness.

Duties

Serve as primary C4 technology advisor, responsible for decisions that have a direct and substantial impact on the management of cyber and telecommunications policy, planning and resourcing encompassing the space enterprise. Oversees and operates IT portfolio organization and execution. Conducts analysis, selection, control, and evaluation of Command IT enterprise investment decisions. Represents USSPACECOM's C4 & Cyber Directorate with a variety of installation and functional area organizations and represents the organization at DoD-wide, national level, and multi-command technical meetings, working groups, boards, and conferences.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication;
  • and (b) if requested, submit to urinalysis testing on short notice.
  • Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
  • The employee may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft.
  • Position may be recalled to duty.
  • Incumbent is required to have minimum certification and education required to meet standards outlined in;
  • DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber codes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,, Information Technology (IT) Management Series, GS-2210 (Alternate A). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of C4 systems and associated IT policies, principles, concepts, methods and practices in order to develop and interpret IT and IRM policies, procedures, and strategies and to provide expert advice in/on IT governance and portfolio management. In addition to mastery of the specialty area, the employee uses knowledge of their own and other IT specialties to make decisions or recommendations to significantly change, interpret or develop Command policies or programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT policy, programming, and planning principles, procedures, regulations, and precedents; procurement techniques and requirements; and program/portfolio management concepts and practices sufficient to develop policy and guidelines related to IT infrastructure and operations and to evaluate acquisition documents for systems enhancements. 2. Knowledge of DoD IT governance regulations, directives, practices, and techniques sufficient to evaluate command compliance. 3. Knowledge of budgetary processes, cost-benefit analysis and program management methods, IT best practice frameworks, and business process and performance data analysis techniques sufficient to anticipate and refine functional requirements and to formulate persuasive budget recommendations in support of IT requirements. 4. Ability to analyze complexities of existing and emerging technology; review, revise, and develop policy; evaluate plans for enhancements; and provide technical, programmatic, and cost analysis information to render informed judgments. 5. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
