Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Coordinates performance improvement management systems to include collecting, analyzing and reporting clinical specific data, as well as developing actionable goals informed by data analysis; Performs managerial studies and surveys involving analysis, evaluation and recommendations for improvements in operating problems, administrative processes and organizational structures of the organization; Performs analytical and evaluative work, runs multiple reports from numerous and varied data sources and complies the various data into useful user-friendly documents; Gathers, interprets, analyzes, correlates statistical data, organizational functions, workload and productivity; Reviews labor mapping to ensure accurate reports in the database; Provides advice to management on the distribution of work among positions and organizations and the efficient utilization of positions and employees; Works collaboratively with the Social Work Chief and Non-Institutional Care Supervisor in the collection, development and analysis of fiscal reports including annual budget reports and the tracking of financial allocation for travel, training and special funded positions or programs; Obtains and maintains certifications for a contracting officer's technical representative (COTR) and Learning Management Systems (LMS) administrator to track and assist with mandatory training requirements; Analyzes and evaluates strengths, weaknesses, opportunities and threats to all aspects of the service; and Performs other related duties as assigned. Qualifications

To qualify for this position at the GS-9 level, you must meet at least one of the following requirements: SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the Program Analyst position, and that is typically in or related to the work of the position to be filled. Specialized experience is experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a health services administrative program; experience planning, organizing, and developing studies or projects, making recommendations on administrative programs and negotiating with others to accept and implement recommendations; collecting, analyzing and reporting clinical data; and utilizing various software and computer systems.NOTE: Your experience must be fully documented on your resume in order to receive credit. ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a master's degree or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates the ability to perform the duties of the position. Education cannot be credited without documentation. ~OR~ COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary with many hours of computer work. May have a high demand for walking. The position involves some standard office requirements such as using the telephone, retrieving files, writing reports, etc. There is no demand for extreme strength. However, there may be significant walking and standing, as well as periodic travel between campuses to attend meetings. The person in this position must be able to deal with emergency situations and function calmly under stress. There are times of significant mental stress due to irate patients, employees, or other professional staff, workload, time controlled correspondences and short notice suspense's.
