Duties

This job opportunity announcement (JOA) will be used to fill one (1) full-time, permanent Management Analyst (Medical Administration Process Improvement Specialist) vacancy at the Tennessee Valley Healthcare System (TVHS) in Murfreesboro, Tennessee, within the Business Office Service. The incumbent works with Business Office leadership in monitoring and developing seamless processes within the Business Office which are designated to improve the efficiency and effectiveness of Business Office work functions, and the quality of customer service provided. Duties include, but are not limited to: Serves on facility/VISN-wide committees and represents Business Office operations as needed, which may include, but not limited to, various committees and/or workgroups with respect to access to care, business operations, compliance, and medical records. Develops data capture and electronic reporting procedures in order to track the progress of quality and process improvement program management initiatives. Collaborates with facility system redesign/high reliability organization staff to further aid in monitoring of process improvement activities. Designs studies, training programs and organizational strategies related to improving access and efficiency of Business Office and related programs. Designs and implements Lean and other performance improving training strategies for the Business Office. Assess current operations and advise/develop recommendations for management relative to new policies, procedures, resources, programs, etc. Utilizes knowledge/data sources such as VSSC, Corporate Data Warehouse, Pyramid Analytics, and PowerBI to help identify trends and problem areas and develops and initiates actions plans to address deficiencies. Develops automated systems for tracking improvement and for monitoring improvement project progress and completion. Develops statistical, graphical, and narrative reports and communicates these studies to executive leadership throughout the health care system, and other staff regarding Business Office programs and functions. Assesses the quality and effectiveness of process and continuous improvement, which requires the incumbent to monitor and review newly released VHA Directives, policy letters, and released patches in order to determine their potential effect on the end users and personnel. Participates in developing standard operating procedures for employees in the Business Office. Participates on committees and workgroups representing the Business Office operations in terms of scheduling, administrative data entry application requirements, eligibility and enrollment, beneficiary travel, Decedent Affairs, and other areas including those impacting elements of the Revenue Cycle. Facilities the development and maintenance of Standard Operating Procedures (SOPs) for all positions and processes within Business Office. Prepares reports on training compliance for review by leadership. Tracks Business Office personnel education and training hours utilizing established computer system software and TMS. Conducts audits to validate and measure all activities related to the Business Office, including but not limited to, scheduling and administrative data entry for facility employees according to requirements by National and VISN directives as well as local policies. Performs advanced data analysis of data and generates a variety of reports, to include balanced scorecards and any other regularly reported elements regarding scheduling and administrative data entry. Uses a variety of tolls to review data including, but not limited to: VistA, Pyramid Analytics, Corporate Data Warehouse, and other standard data reporting tools used by the agency. Monitors and compiles annual mandatory training completion data for all applicable facility employees with scheduling access and requirements for Veteran information data entry. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07, for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with scheduling, registration, pre-registration, administrative data entry requirements, release of information, scanning ,enrollment and eligibility, and beneficiary travel; assisting with developing, administering, evaluating and reviewing training programs; knowledge of the data streams and file systems such as: VistA, VSSC, Pyramid Analytics, ARC, Corporate Data Warehouse and understand their operation and organization within the system in order to access and retrieve important data and information bases; knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; assisting with data collection and analysis, using knowledge of System Redesign principles to determine organization performance. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education which meets the total qualification requirement for the GS-09 grade level. (TRANSCRIPTS REQUIRED). You may qualify for the GS-11 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with scheduling, registration, pre-registration, administrative data entry requirements, release of information, scanning ,enrollment and eligibility, and beneficiary travel; developing, administering, evaluating and reviewing training programs; knowledge of the data streams and file systems such as: VistA, VSSC, Pyramid Analytics, ARC, Corporate Data Warehouse and understand their operation and organization within the system in order to access and retrieve important data and information bases; skilled in randomized sampling techniques, data aggregation methods, and application of sound statistical analysis and interpretation of a wide variety of data within databases; performing ongoing data collection and analysis, using knowledge of System Redesign principles to determine organization performance; experience with designing and implementing lean and other performance improvement training strategies; knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; developing automated systems for tracking improvement and for monitoring improvement project progress/completion. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position (TRANSCRIPTS REQUIRED).
