This position is in the Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy, Critical Environment Risk Management Division (A/LM/PMP/CERM), in the U.S. Department of State.
Duties
Develops new methods and recommends actions to improve service to various bureaus and stakeholders.
Prepares reports, briefings, and memoranda addressing program trends, significant accomplishments, potential problems, and other areas of importance to senior Bureau and Department officials.
Recommends and drafts internal policies and SOPs to ensure that adequate internal management controls comply with all administrative requirements.
Participates in comprehensive studies of vetting processes, products and services which could materially shape and/or improve the structure, effectiveness, efficiency of the counterterrorism vetting program.
Analyzes information requirements to develop administrative reporting systems that include system specifications, data gathering and analytical techniques that will best ensure integrity and consistency in the vetting process.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience using unclassified/classified, open source, and law enforcement sensitive databases to perform vetting searches.
Experience drafting and reviewing program and policy documents for submission to entities like the Federal Register and/or the Office of Information and Regulatory Affairs, and agency directives and guidance (e.g. Foreign Affairs Manual (FAM)).
Experience using procurement and/or payment tracking software.
There is no substitute of education for specialized experience for the GS-13 position.
