The position of Senior Technical Laboratory Manager is located within the National Heart, Lung and Blood Institute, Division of Intramural Research. Duties

As a Senior Technical Laboratory Manager you will be responsible for the development and formulation of programs, policies, standards, procedures, and guidelines in the areas of administrative management, program and financial planning and evaluation, information management and other related activities in support of major Laboratory/Branch/Division/Institute programs and functions. You will work with laboratory staff to develop project plans, set time frames, milestones, and an agreed upon endpoint. You will manage and coordinate work of the laboratory staff, You will monitor and report on actual status of all lab activities. Initiate correspondence regarding action, policy issues or requests for additional information. Identify project activities or situations that may adversely impact project plan and recommends solutions to problem: areas. Identify and coordinate the resolution of conflicting resource needs, availability, and scheduling.

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

To qualify as a GS-14 you must: Have successfully completed a full 4 year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained). AND In addition, you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector. Examples of qualifying experience include: managing projects or studies relating to laboratory activities and operations; performing administrative work in the following areas: budget and financial management; procurement and contracting; personnel management; and administration of supplies, property, renovations, and moves; performing laboratory experiments and applying knowledge of scientific theories and principles; developing policies, standard procedures, and guidelines in support of scientific research programs and activities; and developing reports, memoranda, or scientific manuscripts for use in conferences, workshops or meetings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
