The Under Secretary of Defense Comptroller is responsible for the functions assigned by Title IV, Public Law 216, 81st Congress and codified in Title 10 § 135. The incumbent serves as the personal advisor to the Secretary and the Deputy Secretary of Defense on critical and confidential matters and directs the activities of the USD(C) staff who provide a full range of budgeting, financial, program analysis, and management services to officials of the Office of the Secretary of Defense.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 3304 and 5 CFR Part 337, Subpart B. Incumbents typical work assignments may include the following: The incumbent of this position participates in the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)) New Hire Program. Program participants who successfully complete this two-year developmental assignment, which includes rotational assignments in a variety of OUSD(C) directorates, seminars, and specialized training, may be offered an opportunity to convert to a permanent position within the OUSD(C) at the end of this program. Incumbent's responsibilities will vary from rotation to rotation. Performs assigned duties that include, but are not limited to: accounting, budget and finance, economics, data analytics, mathematics, information technology, statistics, business administration and other budget and finance related fields. Undertakes projects and assignments of a widely varying nature involving substantive issues relating to OUSD(C) programs as well as administrative and internal management responsibilities. Assignments are often projects that are short-term in nature and time-sensitive, requiring quick research, analysis, assessment, and tentative recommendations. Conducts studies, reviews, and analysis on financial programs and/or financial management data and trends, various aspects of existing regulations, procedures and/or organizational functions, and provides background information, assessments, recommendations and other concerns relating to assigned projects. Provides creative alternatives and recommendations to reduce costs and improve financial performance. Assists senior colleagues in such situations by providing information. Conducts business studies on past, future, and comparative performance and develops forecast models. Analyzes programs across Directorates for efficiency and effectiveness. Performs in-depth fact finding research, verification of data, and quantitative and/or qualitative analysis of voluminous material. Recognizes the urgency of all assignments, initiating the necessary action required to complete assignments.

  • In accordance with Department of Defense (DoD) Instruction 1300.26, this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program.
  • Superior qualifications may be authorized in accordance with regulatory requirements.
  • Appointment NTE 2 years and may be converted to a permanent appointment.

Qualifications

In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. OR Education: Master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to a master's degree or LL.B. or J.D. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts for verification) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You may qualify at the GS-11 level if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to perform a variety of analytical work that involves at least two of the following fields: accounting, budget ,finance, audit economics, data analytics, mathematics, information technology, decision support, or statistics. OR Education: Have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such a degree in a which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
