The primary purpose of this position is to directs and coordinates the Administrative Assistant's operational and functional resources supportive efforts. Provides oversight of centralized resource management for the Headquarters Air Force (HAF) in the areas of manpower, human resources, and financial management.

Duties

Directs and coordinates the Administrative Assistant's operational and functional resources support efforts. Provides oversight of centralized resources management for the Headquarters Air Force (HAF) in the areas of manpower, human resources, and financial management. The incumbent of this position is accountable for the $5.6 billion portfolio distributed between 35 HAF directorates and 20 assigned Field Operating Agencies and other organizations. The incumbent performs all equivalent MAJCOM programming and financial management functions to meet Department of the Air Force (DAF) and DoD-wide mission objectives. The Director provides direction, takes, and recommends action on matters pertaining to the financial management, including the planning, programming, budgeting, and execution of the HAF financial portfolio. Develops strategy to identify Future Years Defense Program (FYDP) requirements during Program Objective Memorandum (POM) cycles, consistent with mission requirements and OSD, Joint Staff, and DAF guidance, and consistently solicits and obtains HAF senior leadership coordination on the plan for presenting requirements to the DAF Corporate Structure (HAF mission panels, Air Force Group, Air Force Board). The incumbent provides direct management and organizational support to those activities and national level agencies and organizations for which the DAF exercises executive agency authority as directed by the President of the United States. Responsible for establishing metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Incumbent provides guidance, interpretation, defense, and execution of varied and complex operation and investment budgets. The Director, as appropriate, interfaces and participates with Secretariat, Air Staff, and Space Staff senior leadership on all aspects of planning, programming, budgeting, and execution. Participates in the development and implementation of management decisions and policies affecting the planning, programming, budgeting, and execution of HAF programs. Accountable for a balanced and executable Execution Plan facilitating accomplishment of mission goals and objectives of the Secretariat, Air Staff, and Space Staff, to include associated FOAs. Administers/manages all HAF and MAJCOM emergency and extraordinary expenses (E&EE) and funds. Responsible for financial oversight reviews of the overall portfolio effectiveness to include the identification and justification of critical unfunded requirements in response to SAF/FMB-directed budget reviews. Directly advises HAF senior leadership and interfaces with the HAF Corporate Structure (Program and Budget Review Group, co-chaired by the Deputy Administrative Assistant and the HAF Deputy Director of Staff, and the Program and Budget Review Board, co-chaired by the Administrative Assistant and the HAF Director of Staff) and SAF/FMB on the resolution of fiscal cycle execution year issues. The Director is responsible for collaborative and effective working relationships throughout the DAF, OSD, other DoD components, OPM, and other Federal agencies. Incumbent advocates and effectively communicates the HAF's point of view in consultation with senior officials at all levels within the HAF (including senior leaders in the Secretariat, Air Staff, and Space Staff) and other Federal agencies on manpower, human resources, and financial management. Undertakes, completes, and coordinates unique, unprecedented and politically sensitive policy projects and taskers received from SAF/AA, Secretary of the Air Force, Under Secretary of the Air Force, the Assistant Secretaries, and other senior Air Force officials regarding manpower, human resources, and financial management issues that could affect the DAF. As senior advisor to the Administrative Assistant to the Secretary of the Air Force, the incumbent independently conceptualizes, plans, coordinates and executes programs, policies and procedures for unique, unprecedented, and politically sensitive projects and taskers received from SecAF, USecAF, SAF/AA, OCSO and the Assistant Secretaries, and other senior Air Force officials regarding financial management, manpower, and human resources that affect the Air Force. Develops, directs and administers plans and procedures and implements regulations to support a continuing and aggressive resource management program designed to provide support to serviced organizations in an efficient, effective and responsible manner. Provides authoritative advice to, interfaces and participates with the HAF leadership on all aspects of planning, programming and budgeting for financial management, manpower, and human resources.

  • Selected candidate must file a Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978
  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MINIMUM QUALIFICATIONS: 1. Education Requirement: a. Degree: A Bachelor's degree in business administration, economics, finance, accounting, management information systems or other related field; an advanced degree in a business-related field and professional certification such as Certified Public Accountant (CPA); and, a test-based certification such as a Certified Defense Financial Manager (CDFM) or Certified Governmental Financial Manager (CGFM) is desirable. 2. Certification Requirements: This a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA) 2012, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirement of this certification program. B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): (NTE 2 pages TOTAL - PDF format) A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Demonstrated success leading multi-functional/discipline organizations to include financial management, human capital (human resources, manpower), information and information technology management, resource management, programming, and budget execution in support of mission requirements. 2. Extensive knowledge of DoD's Planning, Programming, Budgeting, and Execution (PPBE) process with demonstrated success in: managing the funds execution in the current year; defending budget programs to congressional staffers, political appointees, senior government officials, and/or Senior Executive Service/General Officer personnel; and developing budget programs in the out years. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education

The incumbent will have comprehensive knowledge of at least one of the following areas, and multiple areas are desirable: financial management, accounting principles, program management and planning, financial analysis, coupled with knowledge of financial: management analysis, information systems, and enterprise architecture tools and methodologies.

The incumbent should have experience preparing financial reports and analysis or auditing in a government environment. The incumbent must have the ability, experience and credibility to manage large teams of accounting/finance and manpower/HR professionals. A high degree of initiative and innovative talent within a broad field of expertise is required. Experience with Air Force and DoD financial issues and operations are also highly desirable.
