The primary purpose of this position is to serve as a mid-level trainee in the Environmental Medicine Program.

Duties

Major duties and responsibilities include, but not limited to: VISN 4 Environmental Health Coordinator Serves as the VISN-wide administrative point of contact on Environmental Health programs, with an in-depth understanding of the registry processes, business rules, and toxic exposure operations throughout the network. Represents the network on local, regional, and national Environmental Health meetings. Holds routine VISN-wide Environmental Health meetings with the supervisor to facilitate collaboration and communication with facility coordinators and clinicians. Communicates the latest national guidance, reviews registry data to identify outliers or excessive data variability, shares strong practices and follows up on any issues or concerns. In consultation with the supervisor, shares concerns with appropriate VISN and facility leaders, as well as the national office. Collaborates with facility stake holders, to obtain data/information, problem solve and assist in developing long and short-term action plans, or to improve overall service delivery and administrative processes. Program Management and Administration Develops and maintains effective administrative systems, procedures and communications, making necessary changes to ensure optimal efficiency and accuracy. Emphasizes an internal and external customer focused environment, process improvements, and performance monitoring. Incorporates the most up-to-date technology enhancements (i.e., Microsoft Teams, Microsoft Forms) into the daily workflow to improve communication between multiple stakeholders. Supports and maintains a variety of SharePoint and Teams pages to effectively communicate information on programs, committees, and best practices to improve communication between multiple stakeholders. Data Support/Analysis Updates, organizes, and maintains program databases and reports for effective program management, tracking, and reporting at the facility, VISN, and national levels. Provides data analysis support on specific projects and initiatives assigned by the supervisor. Collects, studies, analyzes, and validates various recurring and non-recurring data reports to improve patient safety, timeliness, quality, and accuracy. Helps manually gather data from facilities and other sources when needed. Assists with designing, modifying, and/or identifying data resources, by acquiring, analyzing, compiling, consolidating, reviewing and editing information relevant to improvement activities. Prepares various high-level reports and reporting formats for leadership to effectively assess organization-wide progress. Performs the full complement of analysis for assigned projects and program oversight to include data mining, trend analysis, interpretation of data, and recommendations. Recommendations are reviewed by the supervisor for compliance with program initiatives. Special Projects and Quality Assurance Performs a variety of special tasks or projects in support of the Environmental Health program, including special assignments of increasing complex nature from the VISN Environmental Medicine Lead and other appropriate staff. Proactively offers recommendations and suggestions to improve program functions to accommodate Veterans. Assists with long-range planning and participates in developing strategies for implementing operational procedures for the Environmental Health program. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Facilitate collaboration and communication with facility coordinators; Develops and maintain effective administrative systems; Support and maintain a variety of SharePoint and TEAM pages; Provide data analysis support on specific projects; Assist with long-range planning. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as carrying and lifting of both light items and medium-weight items such as computers and chairs. Work is primarily performed in a typical office environment.
