About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Foreign Materiel Division, Aberdeen Proving Ground, MD.

Duties

Develop and implement supply programs, methods, and procedures that ensure brigade objectives are accomplished. Coordinate supply and equipment operations from initial receipt to delivery to customers. Review requests for equipment to determine validity of requirement and availability within existing stocks and/or possible sources. In cases of unusual requests or high dollar value items, conduct a complete review to include a thorough analysis of justification provided by the requesting activity. Analyze information gathered and take appropriate approval/disapproval action. Review and analyze processes such as stock level determinations, receipt, issue, storage, and disposal of equipment. Review accounts, inventory reports, disposal documents, and reports of survey. Assign proponent line item numbers to non-standard commercial equipment for inclusion in the Tables of Distribution and Allowances (TDA) and the Brigade Property Book. Monitor the automated system, equipment requirements, and authorizations. Control and re-distribute excess automation equipment. Provide advice and guidance to customers on supply and equipment matters. Conduct on-site visits to subordinate activities for inspections and equipment surveys to include inventory management storage and distribution and supply cataloging.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of supply management programs as demonstrated by experience administering supply and property accountability programs that includes acquisition, receipt, distribution, storage of supplies and property; assisting with conducting studies and/or inventories to identify and resolve supply issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics, Business Management (Logistics), Supply Chain Management, Supply Management, and Logistics Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
