This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent serves as a General Supply Specialist. This position is assigned to the Software Engineering Center Operations Directorate, Operations & Security Division (QBA).

Duties

Utilize a variety of procurement, logistics, and financial management systems. Monitor and maintain technical oversight with the accountability of the activity property book. Serve as the Property Management Administrator subject matter expert for Software Engineering Center's (SEC) concerning Government Furnished Property (GFP) and Government Furnished Equipment (GFE). Adherence to Federal Acquisition Regulation (FAR) rules, regulations and guidelines; purchase delivery and receipt; and materiel and recordkeeping auditability. Overseeing and managing all CECOM SEC Government International Merchant Purchase Authorization Card (IMPAC) Credit Card transactions, to include fund availability.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires Temporary Duty (TDY) travel up to 20% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Managing the interfaces of all integrated logistics and financial management systems to extract applicable management reports. (2) Maintaining technical oversight and accountability to support property book operations, projects and programs; (3) Managing programs to ensure internal procedures, controls and policies are developed/implemented to logistically sustain, maintain and account acquisitions; and (4) Overseeing and managing all organization Government International Merchant Purchase Authorization Card credit card transactions to include fund availability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, NH-III of positions encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. This position has a control point of a GS-13 step 5 $126,949.
