Duties

Serves as the senior budget advisor to the Director of Budget on all issues pertaining to resource management during the Planning, Programming, Budgeting and Execution (PPBE) process. Develops spend plans, distributes O&M funding, and monitors financial execution in compliance with congressional guidelines. Provides oversight and management of the cross functional integration of financial and programmatic execution efforts within Pilot Programs, Studies Funds, O&M, and resource (dollar and manpower) management and implementation. Develops, analyzes, evaluates program financial, budgetary, and program management issues and advises Director, Business Operations leadership on potential courses of action. Provide budgetary/financial program responses regarding the funding and execution of initiatives for OUSD(A&S)/Director of Business Operation (DBO). Interprets and assesses the impact of new or revised congressional legislation relating to OUSD (A&S) programmatic objectives. Conducts budget reviews to assist top-level officials in the assessment of objectives, performance and efficiency of projects, studies, and the O&M account as they relate to OUSD (A&S) initiatives.

Qualifications

To qualify for a Budget Analyst, your resume and supporting documentation must support: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Use the following OSD and DoD accounting systems: DAI, NGRMS, RSM, PBRIS, DRDW, DDS, DTIC XML, and DFAS systems in order to perform analysis of budget formulation and execution activities. - Experience in the annual DoD Program Review process, skilled in analysis of the Program Objective Memorandum (POM), Budget estimate Submission (BES), and the President's Budget (PB) submissions. - Experience with Federal budget process and the DoD planning, programming, budgeting, and execution system (PPBES) to develop and execute long range (multi-year) programs and budget plans to develop and execute resources. - Monitor and evaluate financial project plans and execution to assess impact on a program's supportability to meet OSD obligation and expenditure benchmarks, and take corrective action to get a program back on track or re-baseline, when necessary. - Applies policies, procedures, and schedules for developing the POM, budget estimate submissions and financial plans, and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements, POM narratives, offsets and disconnects, reclamas, reprogramming requests, and issue papers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
