OPEN TO THE PUBLIC Primary purpose of position: Develop strategic assessment methodologies and frameworks, and conduct strategic and campaign assessments to produce data collection plans, narratives, papers, and briefs as part of key Commander and Chairman of the Joint Chiefs of Staff decision support products; improve campaigning; and support the joint operational cyberspace operations planning process Organizational location: The Plans & Policy Directorate, United States Cyber Command.

Duties

DUTY 1: Research, review and evaluation, documentation preparations, and production services to compliment the joint operational planning process. DUTY 2: Develop the processes and methodologies that will be applied to provide strategic assessments of command operations, activities, and actions against objectives outlined in the command Functional Campaign Plan for Cyberspace Operations. DUTY 3: Guidance on how the OAAs employed support objectives outlined in campaign plans and other joint planning documents, and to identify/assess lessons learned as a result of these activities to improve campaigning.

  • All new CES employees are required to complete a three-year CES trial period
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level of experience which demonstrates mastery in participating in military/contingency and crisis action planning for cyberspace operations. This position requires an incumbent who is recognized for his/her ability to apply an expert level of programmatic knowledge and functional/analytical skills to devise methods and tools used by the Command and other cyber partners to perform in- depth analyses of complex military operations. Ability to apply this high degree of knowledge and skill to participate actively in and make substantive contributions to military/contingency and crisis action planning for joint cyber operations, including in situations where the Command must counter new and incompletely understood adversary tactics, and application of predictive assessment methods and tools is essential to fill major gaps in knowledge. Ability to apply critical thinking skills to distill complex problems into tractable objects of analysis. Demonstrated ability to understand complex systems and processes, as well as their interactions with other systems and processes, so that conclusions and recommendations are accurate reflections of reality. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to conduct military/contingency and crisis action planning for cyberspace operations in order to operate network and information systems, as well as protect, detect, and/or mitigate IT and cyberspace vulnerabilities. 2. Skill in applying functional expertise in the development of analytical methods and tools used to support joint cyberspace operations planning. 3. Skill in selecting and applying analytical methods and tools to the assessment of command OAAs against objectives of supported and supporting plans and development/justification of recommended strategies and courses of action. 4. Knowledge of the role of DOD networks and other national IT assets in supporting and facilitating military operations, world-wide. 5. Knowledge of the DOD and Intelligence Community organizational structure supporting cyberspace operations planning and operations. 6. Ability to work collaboratively with other members of the cyberspace community to write, articulate, and adjudicate differences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
