Duties

As a Program Analyst (COTA Trainee), you will receive on-the-job and/or formal training to develop analytical skills in the trainee capacity for six (6) months. Assignments will be developmental and progressively more difficult, designed to improve your grasp and understanding of the methodology and performance of work assignments. Working with management and other Program Analysts to determine information and enter data needed for operational activities. Planning various routine reports to assist users in tracking information, managing case or equipment inventory, conducting reviews, and determining what types of office supplies need to be ordered. Analyzing various system-generated reports to provide planning, inventory, and trend analysis information. Assisting division team members in reviewing, interpreting, and analyzing data provided through routine reports. Performing routine file and system management tasks to ensure accurate and prompt retrieval. Inputting and tracking time and attendance for management and division team members. Preparing purchase order requests, travel documents, and other official business processes. Supporting an atmosphere of open communication and responding to data calls in a professional and timely manner. Leveraging dashboards, charts, and graphs, creating spreadsheets to convey pertinent data, such as obligations, expenditures, and goals. Scheduling and managing appointments and meetings. Performing other duties as assigned. As a part of the Career Opportunities Training Agreement (COTA): You will develop an Individual Development Plan (IDP). The plan will specify developmental assignments involving on-the-job training and formal training courses, which will span 6 months. Your Performance Management Appraisal Plan (PMAP) will cover the training period. The plan will specify the performance goals based on developmental assignments and work goals. You will gain qualifying experience in a target position at the NIH. Placement in the target position will require at least a Fully Successful rating for the duration of the 6 month training period.

Qualifications

Promotion into this position is not authorized; the applicant selected will be reassigned to the GS-07 Program Analyst (Trainee) position or voluntarily changed to a lower grade with pay retention if appropriate. Target position is Program Analyst. The full performance level (FPL) of the target position is to the GS-09 Length of Training: The training period for the trainee position will be six (6) months. Your Individual Development Plan (IDP) will cover the entire training period. The plan will specify developmental assignments involving on-the-job training and formal training courses. The plan will correspond to your particular needs for training in relation to meeting the requirements of the target position. The COTA allows for a time-limited suspension on experience requirements specified in the OPM Qualification Standards so that the trainee may receive intensive developmental assignments to prepare and qualify for the targeted series and grade. To be considered for the position, applicants must be currently employed by the NIH; be a GS-07 or above, or a wage grade equivalent; have competitive status or be serving under an excepted appointment without time limitations under Schedule A Authorities for the disabled or the Veterans Readjustment Act; demonstrate the skills necessary for development of and entrance into technical, administrative or professional careers; and have a current record of performance that is acceptable.
