About the Position: This position is located with the U.S. Army Communication Electronics Command, Information Systems Engineering Command (ISEC), Mission Support Directorate (MSD) located at Fort Huachuca, AZ. Please see Agency Marketing for additional information about the position.

Duties

Provides guidance on administration of the organizations external contractual program from pre-award through post-award and closeout functions. Performs procurement analysis functions for a wide variety of complex contracts such as multi-year, Cost Plus Fixed-fee, Firm Fixed price, etc. Utilizes the Paperless Contract File (PCF) for submission of contract packages to the contracting office. Contacts and/or coordinate with personnel from within and outside of the organization regarding any and all phases of assigned programs. Prepares or reviews pre-solicitation requirements including acquisition plans, draft management decision documents, sole approvals, Performance Work Statements, Contract Data Requirements Lists, and security check lists.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • You may be required to work overtime.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • May be required to remain on duty or report for duty during severe weather or other installation closings.
  • Call back and emergency duty may be required for this position.
  • This position requires incumbent to submit a Confidential Financial Disclosure Report (OGE-450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes experience with procurement analysis functions for a wide range of complex contracting types and methods such as multi-year, cost plus fixed fee, firm fixed price, etc. to recommend the means of improving procurement program execution against program plans. Demonstrated experience includes incorporating specialized requirements and provisions into the procurement planning and administration process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
