About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serve as the Chief Knowledge Management Officer (CKMO) for NETCOM and enterprise subject matter expert (SME) for all areas of Knowledge Management (KM). Serve as the primary consultant and advisor for the CAG Director on all Knowledge Management activities for NETCOM. Develop and implement program guidance governing the implementation and execution of KM initiatives to initiate, support, and maintain the NETCOM Knowledge Management Network for knowledge dissemination across NETCOM. Identify and assist in establishing roles and responsibilities for supporting a KM environment. Implement initial projects using KM tools and techniques. Build and lead knowledge teams. Determine KM policies and processes for acquiring, maintaining, and divesting of knowledge content, how knowledge will be structured, shared, controlled, and made easily accessible. Develop policy and processes for the technologies to capture, storage, and retrieve knowledge content.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent of this position must be able to obtain and maintain TOP Secret security clearance eligibility with access to Sensitive Compartmented Information (SCI).
  • Incumbent is subject to overtime on short notice due to 24 x 7 support to the NETCOM CG. This may require overtime on nights, weekends, holidays, etc.
  • Incumbent of this position musts successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.

Specialized experience would be demonstrated by expert-level knowledge of organizational learning, knowledge architecture, knowledge asset management, knowledge technology, and innovation; creating an organizational knowledge network and metrics for evaluating its effectiveness; developing knowledge management (KM) techniques, policies, and procedures and ensuring command-wide dissemination; advising the commander and staff on integrating KM practices throughout the organization; leading efforts to identify gaps in organizational processes; performing staff planning and coordination of KM functions and activities to improve shared understanding, learning, and decision making; leading efforts to identify gaps in organizational processes; and directing KM Working Group efforts and facilitating its meetings
