Duties

This position is located within the Department of Interior's (DOI), Office of the Secretary (OS), Secretary's Indian Water Rights (SIWRO), in Washington, DC At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1. Directs the operation and management of the SIWRO, including supervising staff. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepare schedules for completion of work. 2. Participates in national initiatives involving Federal water resources, ensuring the interests of the Department and Indian Tribes are appropriately considered and addressed. 3. Identifies and develops strategies to address the lack of infrastructure and available water in Indian Country and coordinates intra- and inter Departmental efforts regarding water supply issues. 4. Conducts research and analysis of complex issues related to Indian, water, and environmental law and Department policies relating to Indian water rights matters. 5. Prepares or reviews proposed correspondence dealing with difficult and intricate problems concerning Indian water rights, water resources, the use of appropriated funds, and the resolution of questions regarding established systems, facilities, and services on Indian lands. Salary Information GS-15: $155,700 - $183,500 per year First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience. To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Applying water law and Indian water law to plan, manage and implement programs pertaining to Indian water rights claims and settlements. Serving as a technical and legal authority regarding reclamation laws and regulations. Advising Senior officials and staff on complex and sensitive topics relating to Federal Indian Law and Policy. Evaluating and implementing programs involving the negotiation and settlement of Indian water rights claims. Conducting meetings focused on negotiations with Tribal Communities and leadership regarding the settlement of Indian water rights; drafts and reviews agreements, compacts and other related agreements to assure consistency with Organizational policies in a wide variety of subjects.
