About the Position: As a Public Safety Dispatcher (OA), you will provide emergency police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. This position is located at the U.S. Army Installation Management Command, Director of Emergency Services, Police/Provost Marshall Division, Fort Meade, MD.

Duties

Maintains an accurate status of all emergency response equipment and personnel and provides Emergency Medical Dispatch Life Support care through pre-arrival instructions to callers. Monitors status and availability of assigned and unassigned police, fire, and medical field units; updates information for medical, police, and fire personnel enroute to call. Provides assistance to medical, police, and fire personnel by acting as liaison between department personnel and other agencies; dispatches a variety of emergency response units. Maintains reports and retrieves statistical information using office automation (OA) and the local authority's reporting systems. Operates Computer Aided Dispatching (CAD) system, radios, and station alerting systems; monitors post wide computerized fire alarm system, determining type of alarm and appropriate response. Operates computer based Hazardous Materials databases; performs basic computer and communications equipment troubleshooting. Responsible for the receipt and effective evaluation of 911 emergency calls; questions caller to determine the problem and the nature of the call and prioritizes all incoming emergency and non-emergency calls. Performs crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene. Provides emergency medical dispatching (EMD) assistance to callers with medical emergencies using the local authority's emergency medical dispatch system. Refers non-emergency callers to appropriate government agencies. Receives, relays, and transfers messages for department personnel. Operates communications equipment (TDD) for the hearing impaired. Monitors weather reporting system and coordinates specific weather forecasts for incidents requiring this information (wildfires, prescribed fires, and hazardous materials).

Requirements

  • Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • A pre-employment Physical Examination is required and an annual examination thereafter to ensure continued, required level of physical health and ability or fitness to do the job; a hearing and color blindness test is required for eyesight.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other emergencies (natural or man-made disaster), you are required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position requires certification in cardiopulmonary resuscitation (CPR) with Automatic External Defibrillator (AED) training.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Must obtain and maintain a DoD Telecommunicator I and II certification (or equivalent) within 6 months of employment.
  • Must obtain and maintain a DoD Hazmat Awareness and Operations Certification within 6 months of employment.
  • Must obtain and maintain a Virginia Criminal Information Network (VCIN), National Law Enforcement Telecommunications System (NLETS) and National Crime Information Center (NCIC) Certification within 6 months of employment.
  • Must obtain and maintain an Advance Fire Services Dispatching and Advance Police Services Dispatching Certifications within 6 months of employment.
  • Must obtain and maintain a Non-emergency Call Handling Certification within 6 months of employment.
  • Must obtain and maintain a Domestic Violence and Suicide Intervention Certification within 6 months of employment.
  • Must obtain and maintain a 9-1-1 Liability Certification within 6 months of employment.
  • Must obtain and maintain a Hazmat Preparedness for Dispatchers Certification within 6 months of employment.
  • Must obtain and maintain an Advance Public Safety Dispatching Certification within 6 months of employment.
  • Must obtain and maintain Emergency Police, Fire and Medical Dispatch Certification within 12 months of employment.
  • Responsible for continued dispatch education (CDE) requirements and maintaining an overall compliance score in the performance of duties of 90 percent, or better, as reviewed by the Advanced Quality Assurance (AQUA) software.
  • Required to work (weather essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to the duty station at the regularly scheduled time.
  • Subject to call back, on-call, and mandatory overtime as the mission requires; and position may require the employee to wear a uniform.
