This position is located in the Bureau of Overseas Buildings Operations, Construction, Facilities, and Security Management Directorate, Office of Construction Management, Construction Support Division, Controls Branch (OBO/CFSM/CM/CS/CON). The Office of Construction Management is responsible for formulating, implementing, and administering the polices and procedures for which form the foundation for the Bureau's worldwide overseas construction program.

Duties

Establishes, monitors and controls measures needed to prevent and mitigate risk exposure on every new, existing, and ongoing OBO construction project (a multi-billion dollar portfolio). Administers efforts to identify the hazards, assess and quantify the risks extent and promote mitigation strategies and follow-up to measure their effectiveness. Coordinates and performs quantify estimates to prioritize and manage the risks. Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of risk management processes and costs throughout the life cycle of the projects. Participates in regular information planning sessions and reports on the status and progress of work accomplished to date, and monitors work in progress.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in qualitative and quantitative methods to develop measurable indicators for risk on given projects. Experience in risk management and assessment areas such as cost risk analysis, schedule risk analysis, integrated cost-schedule risk analysis, and formulating risk mitigation strategies. Experience in organizational practices, activities, and potential risk areas including construction management and project controls. There is no substitute of education for specialized experience for the GS-14 position.
