You will serve as the F-35 Product Support Manager for the Sustainment Group in alignment to the F-35 Joint Strike Fighter (JSF) Program Executive Officer (PEO) within the Naval Air Systems Command (NAVAIR). The Product Support Manager leads the development, implementation, and top-level integration and management of all sources of support to meet warfighter sustainment and readiness requirements for the largest program in the Department of Defense (DoD).

Duties

You will design the logistic support system representing approx. $1 trillion across the life cycle of the program, managing over $3B billion dollars in domestic funds in procurement, operations and support funding annually. You will deliver system, portfolio and enterprise level capabilities across the spectrum of defense resources as the single person of accountability to the PEO (JSF) for product support and sustainment of the F-35 Program. You will serve as senior logistics executive within PEO (JSF) with responsibility, authority and accountability for all logistics/sustainment efforts. While providing technical leadership and administrative continuity to the F-35 logistics staff. You will develop life cycle support strategies and international agreements across 8 partner nations, foreign military sales and DoD services (Air Force, Marine Corps and Navy), executing cost sharing agreements/individual maintenance strategies. You will provide oversight for maintenance planning, design interface, manpower requirements, training of mil/civ personnel, supply chain management, facility requirements, maintenance capability/capacity and integration of logistics support. You will interface with senior leaders within the Office of the Secretary of Defense (OSD), Departments of the Navy, Air Force and Marine Corps, resource sponsors, professional staff on the Hill and equivalent levels across 8 partner nations. You will be responsible for developing a complex budget, across multiple appropriations, which integrate contributions from each partner nation and each of the DoD services that must be synchronized with customer budget cycles.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge and experience in aviation logistics support concepts, policy, and doctrine including the development of integrated logistics support systems. 2. Knowledge of the defense systems acquisition policy, directives, procedures, and systems. 3. Knowledge of the defense planning, programming, budgeting and execution process, and in financial management accounting concepts, methods, and procedures.
