Duties

You will represent cases to include the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Federal Labor Relations Authority (FLRA) and the Armed Services Board of Contract Appeals (ASBCA). You will represent the DON before arbitrators in labor and employment disputes. You will represent the DON in Federal district or appellate courts working with and supporting the Department of Justice on DON litigation matters as required.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position is eligible for substantial telework, with up to six days of telework a pay period.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

These positions will be filled under the General Schedule (GS) pay system at the GS-14 or GS-15 levels, depending on the qualifications of the successful applicant, and will have a full performance level of GS-15. To be eligible for selection at the GS-14 level, the successful applicant must have a minimum of three-and-one-half years of recent and relevant professional legal experience. To be eligible for selection at the GS-15 level, the successful applicant must have a minimum of five-and-a-half years of recent and relevant professional legal experience. Candidates will be evaluated on the following: Candidates will be evaluated on the following: (1) civil litigation experience (2) labor and employment law experience; (3) government contract litigation experience; (4) excellence in legal analysis and managing discovery; (5) excellence in written and oral communication skills; and (6) interpersonal skills necessary to work cooperatively and effectively on difficult tasks under time pressure with people of diverse interests.

Education


Successful applicants must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. U.S. citizenship is a requirement of the position, and the successful applicant must possess or be able to obtain and maintain a SECRET level security clearance.

Law Degree and Bar Membership: Incumbent must have graduated from a law school that is accredited by the American Bar Association, must be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court, of good character; and in full compliance with continuing legal education requirements of an appropriate bar. The incumbent must maintain this professional qualification at all times as a condition of employment.
