Duties

You will lead and supervise a team of three attorneys on the Affirmative Environmental Litigation Team. You will represent the DON in pursuing its affirmative claims for recovery of response costs and natural resource damages against responsible parties under various statutes. You will draft and review legal pleadings, briefs, motions, and correspondence related to assigned litigation. You will ensure team members have the training and resources needed to perform to the best of their abilities; attends to career development and individual needs of team members. You will work closely with Department of Justice attorneys, primarily in the Environment and Natural Resource Division, including both the Environmental Enforcement and Environmental Defense Sections.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You are subject to a one-year supervisory probationary period unless you have already successfully served a probationary period.

Qualifications

The position will be filled under the General Schedule (GS) pay system at the GS-15 level and will have a full performance level of GS-15. To be eligible for selection at the GS-15 level, the successful applicant must have a minimum of five-and-a-half years of recent and relevant professional legal experience. Candidates will be evaluated on the following: (1) depth, breadth and quality of experience in environmental law; (2) depth, breadth and quality of complex litigation experience; (3) experience supervising attorneys; (4) demonstrated excellence in legal analysis; (5) demonstrated excellence in written and oral communication skills; and (6) interpersonal skills necessary to work cooperatively and effectively on difficult tasks under significant time constraints with people of diverse interests. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired.

Education


Successful applicants must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. U.S. citizenship is a requirement of the position, and the successful applicant must possess or be able to obtain and maintain a SECRET level security clearance.

Law Degree and Bar Membership: Incumbent must have graduated from a law school that is accredited by the American Bar Association, must be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court, of good character; and in full compliance with continuing legal education requirements of an appropriate bar. The incumbent must maintain this professional qualification at all times as a condition of employment.
