This is a bargaining unit position with AFGE Local 228. This is not a (drug) testing designated position (TDP). This position is located in the Small Business Administration, Government Contract Business Development, Mentor Protege Program Branch in Washington, D.C. The incumbent processes applications for certification and/or conducts periodic compliance reviews to determine initial or continuing eligibility under one ormore of these programs, including protests and appeals

Duties

Reviews and analyzes all required documentation for applications, recertifications and programs exams for the business development program to determine program eligibility; Researches, complies data and prepares pre-decisional determinations; Participates in outreach efforts to assure appropriate responsiveness for the acquisition and economic development for communities needs. Reviews available information and makes recommendations based upon supporting documentation, regarding protest and appeal actions.

Requirements

Qualifications

GS-9: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector: verifying employment data, researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility for small business certification programs; and using a variety of software applications and technologies in all aspects of the job. GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector: analyzing business financial statements, reviewing and confirming corporate documents, i.e., stock certificates, by-laws, tax returns, etc., verifying employment data, researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility for small business certification programs and using a variety of software applications and technologies in all aspects the job. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/05/2023.

GS-9
Education: Successfully completed a Master's or equivalent degree related to the position being filled (e.g. business, finance, accounting), or 2 years of progressively higher graduate level education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is 18 semester hours or the number of credit hours that the school attended has determined to represent 1 year of full-time study.
OR
Combination of education and experience: I have a combination of education and experience as specified above. For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Education: Successfully completed a Ph.D or equivalent doctoral degree related to the position to be filled (e.g. business, finance, accounting), or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. One year of full-time graduate education is 18 semester hours or the number of credit hours that the school attended has determined to represent 1 year of full-time study.
OR
Combination of education and experience: I have a combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
