About the Position: Incumbent will serve as a Senior Management Analyst for the Directorate of Public Works (DPW). Provides guidance, assistance and manages projects and contract services under the control of different managers, multiple-party interests, or those that comply with numerous statutory, regulatory, procedures or restrictions, and jurisdictions. Recognizes and develops recommendations of potential new work related to current mission workload.

Duties

Develops Standard Operating Procedures (SOPs) pertaining to new contracts, annual work plans for projects, approaches to execute projects to reimbursable customers, tracking facility issues, managing Project Work Orders (PWOs). Managing COR work plans to ensure all contract requirements are addressed and supervisors have visibility and information readily available, and contract file management. Works directly with IMCOM and Garrison Resource Management personnel to discuss IMCOM 1-N funding, service contract approvals, contract templates, reimbursable templates. Collects and compiles statistical data and develops local applications to perform timeline analysis by using spreadsheets, graphics and database applications. Generate information/data reports to ensure funding is utilized efficiently and for the correct services. Develops plans, participates and/or organizes special programs and is responsible to manage reimbursable projects, natural disaster projects, infectious disease projects, DPW?s databases, etc. Plans and executes briefings, workshops, and/or training events for consistency purposes and serves as the focal point for all briefs, workshops, and coordinating training events. Coordinates marketing and publicity efforts for assigned projects by using different sources such as Facebook, SLU, PAO, perform market research to find vendors, contractors, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter, in accordance with DoD Directive 5500-7-R.
  • Must obtain and maintain a Secret security clearance
  • Must obtain and maintain a valid State driver's license

Specialized Experience: One year of specialized experience which includes experience analyzing and evaluating the effectiveness of program operations to establish effective work procedures. Using an automated system to create reports and develop program and budget requirements. Conduct studies to recommend changes or improvements in staffing and work methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
