Job opening: International Loan Portfolio Monitoring Specialist

Salary: $98 496 - 183 500 per year

This position is part of the U.S. International Development Finance Corporation (DFC), Office of Financial and Portfolio Management. The incumbent serves as a senior officer managing a portfolio of complex, sensitive, and highly developmental finance projects across various regions/sectors. The incumbent is responsible for managing borrower relationships and managing all phases of the credit management process, from loan disbursements to full repayment or charge-off.

Duties

As a Portfolio Monitoring Specialist, you will: - Manage a portfolio of complex international corporate and project finance loans for the DFC. - Analyze risk profile and critical issues for a portfolio of loans in emerging markets; underwrite credit action requests; negotiate terms and documents with borrowers, co-lenders, foreign government officials, and third-party consultants for emerging market loans. - Work with financial models for projects and monitor financial covenants and project completion requirements for a portfolio of loans that include commercial and project finance loans in low income and emerging markets. - Develop and implement credit actions designed to minimize loss in adversely risk-rated credits. - Analyze the financial condition of a portfolio of loans in order to recommend risk ratings or take appropriate credit actions to ensure compliance with loan requirements. Evaluate DFC's collateral in projects that mitigate DFC's financial risk. - Manage relationships with senior project managers, consultants, sponsors, guarantors, creditors, and other parties associated with emerging market project finance loans. - Conduct periodic site visits to examine interim development of projects and assess progress; make inquiries into all aspects of operations to evaluate potential impacts on the creditworthiness of projects and companies. Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves: 1. Experience with structured finance or corporate finance loans; 2. Experience working with financial models; 3. Experience communicating financial information to senior management and officials; 4. Experience presenting financial information in a variety of formats (i.e., reports, presentations, correspondence, etc.); 5. Experience participating in negotiations; AND 6. Experience conducting risk analyses of conditions impacting loans based on the risks identified. Note: Education is not substitutional at this grade level. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves: 1. Experience leading structured or corporate finance loans; 2. Experience working independently with financial models. 3. Experience independently communicating complex financial information to senior management; 4. Experience conducting in-depth financial, credit and risk analysis; 5. Experience leading the presentation of complex financial information in a variety of formats (i.e., reports, presentations, correspondence, etc.); AND 6. Experience independently negotiating with borrowers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
