Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as the 316th Wing Military Personnel Appropriation (MPA) Manager and Wing Innovation Officer.

Duties

Serves as the organizational point of contact responsible for the development, implementation, management, and execution of the 316th Wing's Innovation Program. Represents management at a variety of functional and organizational levels. Single point of contact for all aspects of the MPA man-day program.

  • The incumbent may be required, on occasion, to manage and participate in higher level innovation process improvement activities which often cut across organizational boundaries and produce positive impacts to AF Enterprise level process outputs.
  • As necessary, may be required to work an uncommon tour of duty to meet special or essential unscheduled activities, with brief advance notice.
  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary/permanent duty assignments (TDY).
  • Must be able to obtain and maintain a Secret security clearance.
  • Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer, coach and mentor is highly desirable for recruitment but not required for appointment to this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) knowledge of applying analytical and evaluative methods and an understanding of how to apply them to measure the effectiveness and efficiency of resource utilization by Air Force missions, programs and processes; (2) working knowledge of the relationships between organizational structures and processes and incorporate this information into enterprise level value stream (process) maps in order to confirm strategic linkage of the processes under study; (3) knowledge of Air Force command structure, missions, programs and organizational relationships to include a thorough understanding of quantitative and qualitative methods/techniques and their application to analyze workloads; (4) working knowledge of elements required for effective teamwork, individual process improvement team member roles/responsibilities and determining the appropriate number and types of team members based on the study charter and project goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Demonstrated skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream mapping. 2. Knowledge of component/command or equivalent organizational structure and its supporting/supported elements and programs, mission, policies, goals, and philosophies. Knowledge of the theories, principles, functions and processes of management to identify, analyze, and recommend solutions to problems or to develop planning guidance. Possess specific knowledge of pertinent laws, regulations, policies and procedures which affect the use of program and related support resources, i.e. personnel and funding. 3. Demonstrated experience in developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. Knowledge of managing and directing the day to day operations of an organization and providing advice, guidance, and assistance in all areas of manpower, Personnel and services programs. 4. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons (or equivalent) to present and recommend solutions in a logical, cohesive format. 5. Knowledge of management and organizational principles, organizational theory, and techniques of analysis and evaluation, established management principles, pertinent administrative regulations along with knowledge of standardized administrative practices and procedures to perform a wide variety of studies in various organizations to identify, analyze and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distributions. 6. Ability to research, interpret, develop and advocate component/command or equivalent organization laws, regulations, policies, and programs. Skill in written and oral communication to prepare briefings or recommendations to managers and negotiating solutions to disputed recommendations for the purpose of working effectively with civilian and military personnel at the highest command levels. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
