The incumbent will serve as Branch Chief of Analytics, manages a team of Data Scientists, responsible for utilizing scientific methodologies, process, algorithms, and systems to extract insights from structured and unstructured data and to provide guidance for data-driven decision making in support of OIG investigations, audits, and inspections.

Duties

Serves as a Supervisory Data Scientist, directs and oversees the day-to-day operations of the OIs data analytics program, by independently spearheading the collection, analysis, cross referencing, and assembly of complex electronic data, statistics, records, and files from diverse sources (including government and corporate databases), works closely with other DOL-OIG components, to coordinate and track existing work and/or the initiation of proactive projects/investigations. Performs overall work planning, establishes work schedules and priorities and assigns and reviews work. Personally discusses with subordinates their work progress and problem areas as they arise. Responsible for utilizing scientific methodologies, process, algorithms, and systems to extract insights from structured and unstructured data and to provide guidance for data-driven decision making in support of OIG investigations, audits, and inspections. Translate complex technical findings into an easily understood narrative (i.e. tell a story with data). Prepare comprehensive reports that include discussion of assessment of the adequacy and quality of data used in analyses, and explanation of the methods, results and relevance of the issues under review. Provides policies and procedures, technical guidance and direction to all OI regional offices, as well as planning, developing, coordinating and controlling short and long range investigative overall plans which have the purpose of attaining maximum results in the execution of the OI's investigative mission.

Requirements

  • U.S. Citizenship. Requires a valid driver's license.
  • Must be at least 16 years old.
  • Appointment to this position may require a background investigation with the ability to obtain and maintain the necessary security/investigation level.

  • Subject to drug and medical test prior to appointment.
  • Requires a Supervisory probationary period if one has not been met.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Required Specialized Experience: In addition, to qualify for this position, applicants must possess the required specialized experience in the following specialized experience elements: Acts within the broad framework established by the supervisor to independently initiate, direct, plan and implement DAA and OI policies, methods, practices and procedures, and to oversee and coordinate the complex investigative efforts that are executed in the regions. Responsible for utilizing scientific methodologies, processes, algorithms and systems to extract insights from structured and unstructured data, and in providing guidance for data-driven decision making in support of OIG investigations, audits and inspections. Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection. This position will not be filled until the Department's Placement Assistance Programs have been fully utilized. Relocation Incentives are not offered. This position is outside the bargaining unit. No Permanent Change of Station Funds (PCS) will be offered.

Education

Basic Educational Requirements:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in "Degree" field above, plus additional education or appropriate experience. Examples of qualifying experience include: applying financial engineering concepts; analyzing financial documents; preparing statistical reports on financial data; developing computer-based programs to analyze data; reviewing and analyzing financial data.
