This position is located in the Office of the Under Secretary of Defense for Intelligence & Security (OUSD (I&S)), Office of the Chief of Staff. The USD - (I&S) is the principal staff assistant to the Secretary and Deputy Secretary of Defense regarding intelligence, counterintelligence, security, sensitive activities and other intelligence-related matters.

Duties

This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selection under this appointment authority does not confer civil service competitive status. For more information see https://dcips.defense.gov/ Incumbents typical work assignments may include the following: Serves as Senior Budget Analyst responsible for all resource management aspects of the annual Planning, Programming, Budgeting and Execution (PPBE) System cycle as it relates to direct operating budget of the OUSD - (I&S). Manages all PPBE phases of the OUSD - (I&S) funds and provides technical advice and analytical support to the CoS and other offices within OUSD - (I&S) engaged in identifying requirements, prioritizing resources and executing funds. Provides management oversight and guidance for contract acquisitions. Serves as the lead and administrator of the OUSD - (I&S) internal budgeting and accounting database, Internal Resources Management Application - Intelligence (IRMA-I). Develops budget review data requirements for inclusion in the budget submission instructions issued by the OUSD (Comptroller) and WHS.

Qualifications

Additional Conditions of Employment: In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program(DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies. Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the GG-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GG-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) Knowledge of financial analysis and budget execution functions; 2) Applying financial and accounting principles to procedures, regulations, policies and processes; 3) Interpreting complex legislative and regulatory policy guidance to execute multi-year, multi-appropriations and financial programs; 4) Developing important policies and programs for budget and accounting operations; 5) Applying financial principles to acquisition processes, methods of contracting, options to modify contracts, re-competition requirements and other procurement-related matters; 6) Preparing audit documents and requirements at the component level; and, 7) Conducting periodic reviews to ensure continuity of services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE-DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active-duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active-duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active-duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active-duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
