Duties

The primary purpose of this position is: To serve as Program Manager for the development and analysis of Special Operations Forces (SOF) training programs, plans, and policies impacting the training effectiveness of more than 60,000 SOF personnel. Leads analytical projects and serves as the authoritative consultant to evaluate the effects of USSOCOM, DOD, Joint, and Service policy on operational training programs and technologies. Provides senior subject matter expertise and analysis of major training readiness-related issues and provides significant input for the USSOCOM Commander's annual report to Congress regarding SOF training and readiness. Serve as the Senior Training Management and Program Analyst to determine the overall effectiveness of training programs and policies in meeting USSOCOM established goals and objectives. Develop policies, methodologies, procedures and performance goals for USSOCOM training programs to facilitate the training and development of SOF in order to meet the needs of Geographic Combatant Commanders and ensure USSOCOM is fully mission capable of performing Combatant Command wartime tasks and Service-like responsibilities. Serve as authoritative consultant for DOD, USSOCOM, Service, and Joint training policies and procedures. Provide subject matter expertise on all aspects of individual, staff, collective, and joint SOF training programs and policies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of management and organizational principles for analyzing and determining training effectiveness and experiential knowledge of commands mission, objectives, training directives and training philosophy; Mastery knowledge Reach Back Communications, Combat Forensics, Multi-purpose Canine (MK9), Special Operations Forces Deployable Nodes (SDN) and Special Operations Forces Tactical Assured Connectivity System (SOFTACS)to determine training effectiveness. Expert knowledge of USSOCOM (to include subordinate organizations) and DOD Service training methodologies, terminology in order to facilitate rapid rapport and effective working relationships with personnel assigned to those organizations. Interpersonal skills in presenting recommendations and solutions; Comprehensive knowledge of qualitative/quantitative methods to assess training and determine training effectiveness. Knowledge to determine an organization's ability to accomplish assigned missions, accomplish missions with limitations, or determine its inability to accomplish assigned missions based on observations and assessment of training. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of the mission of DOD, Joint Services, USSOCOM, and interagency plans, policies, procedures, and systems used in analyzing and determining training effectiveness. Mastery knowledge and understanding of SOF core tasks (Security Forces Assistance, Irregular Warfare, Civil Affairs Operations, Counter Proliferation, Unconventional Warfare, Foreign Internal Defense, Direct Action, Information Operations, Military Information Support Operations, Counterterrorism and Special Reconnaissance) and Special Operations tactics, techniques, and procedures. Knowledge of analytical and evaluative methods and a thorough understanding of applying program evaluation and measurement techniques in performing analyses which are of high importance because of their potential effect upon the USSOCOM training programs in terms of methods improvement, mission, functions, readiness, work process streamlining and revision, and identification and resolution of problem areas to improve proficiency and capability. A comprehensive knowledge and mastery of qualitative/quantitative methods to conduct training assessments and determine training effectiveness. Ability to communicate effectively, both orally and in writing, maintain good working relationships at the organizational, Major Command, Unified Command, Service, and DoD levels, and to negotiate complex issues to analyze and apply detailed and subtle connotations of intellectual arguments for the assessment of training systems and SOF baseline standards to determine efficiency and effectiveness of programs as directed. Knowledge of advanced management and organizational principles for analyzing and determining training needs and comprehensive knowledge of all aspects of military doctrine, tactics, techniques, and procedures. Ability to interpret high-level guidance (e.g. Strategic Planning Guidance, Quadrennial Defense Review reports, and other strategic policy directives and instructions) and to translate them into appropriate DOTMLPF influencing action strategies and ability to research, gather data, assemble and analyze facts, draw conclusions, and devise solutions to problems; skill in creating alternative solutions to complex problems and work with others at various levels of command. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
