The primary purpose of this position is to serve as Requirements and Technology Division Chief and senior scientific and technical program advisor to the Director, Resources and Assessment.

Duties

Plans, organizes, and oversees the activities of the Requirements and Technology Division (CCJ8-RT). Develops goals and objectives that integrate overall organizational and CCJ8 RT objectives. Exercises supervisory personnel management and contract management responsibilities. Directs, coordinates, and oversees work through subordinate branch supervisors. Represents HQ USCENTCOM within a variety of installation and functional area organizations.

  • Work may require travel away from the normal duty station on military or commercial aircraft, sometimes extended periods and to overseas locations

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, (con't)
  • submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement
  • This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against (con't)
  • anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
  • The incumbent/designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency/mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status.
  • While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear.
  • Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department Of Defense (DOD) civilian uniform while deployed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of CENTCOM plans and procedures for the integration and utilization of emerging and advanced technologies in the conduct of major operations such as war, military operations other than war, mobilization, and deployment. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of CENTCOM plans and procedures for the integration and utilization of emerging and advanced technologies in the conduct of major operations such as war, military operations other than war, mobilization, and deployment. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to understand, develop proposals, and provide advice on scientific and technological developments as they apply to the current and future requirements of CENTCOM. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
