Duties

This Program Specialist position is located within Operations, Chief Counsel Office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Oversees and administers various programs across the CC developing the tools/ templates/guidance for program operations. Leads report generation, producing reports that meet the information needs of CC and TSA. These reports involve extracting data from various TSA internal systems and external databases, applying statistical analysis and metrics tools to provide reports to senior management on program effectiveness, trends related to policy changes, or evidence of TSA's activity in performing its mission. Performs advisory services for legal information technology (IT)/ knowledge management (KM) requirements of CC applications and programs assigned and used by all CC staff. Manages CC's information environment end-to-end, processes, gathers, and coordinates all technical requirements needed to establish IT contracts and the procurement of IT applications/SharePoint etc. Analyzes the official technology support requirements of a variety of users to develop and recommend an appropriate methodology and strategy. Identifies and recommends work product for creation and provision to CC offices. Coordinates cross-functional materials in collaboration with staff across CC. Drafts and reviews products in coordination with staff with less supervisory oversight. Monitors and tracks training compliance on TSA's Online Learning Center (OLC), and processing of government Pcard, Miscellaneous obligations. Serving as an instrumental team player in coordinating between Chief Counsel, Resource Management Office and TSA Trainings on the identification and payment of necessary trainings. Ability to process PCards for training and assist with Concur travel card actions associated with travel and training. Confers with supervisor or manager on execution and tracking of work plans and reference materials. Provides technical and tactical advice, resolves problems, reviews operational status reports and modifies schedules to accomplish duties. Identifies and determines type of actions required to meet assigned timeframes. As subject matter expert, participates in discussions, meetings, conferences and conference calls with cross-functional groups of legal advisors and TSA programs, with a focus on matters involving TSA personnel management and labor matters. Interactions are to educate and advise; share information; investigate problems; present conclusions and recommendations; obtain concurrence on alternate courses of action; and to resolve problems collaboratively.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Communicating verbally, clearly and concisely explaining program goals, objectives, directives and requirements to a wide variety of stakeholders; and Developing written communication documents, (i.e. including power point presentations and pivot charts summarizing data) in a clear, concise, organized, and convincing manner for the intended audience; and Providing guidance and problem solving skills to other team members as appropriate to accomplish ongoing tasks, while interacting effectively and professionally with internal and external stakeholders To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Providing guidance and problem solving skills to other team members as appropriate to accomplish ongoing tasks, while interacting effectively and professionally with internal and external stakeholders; and Researching, coordinating, consolidating, and comparing data to support identification of trends and/or tracking progress and generating summary reports for leadership; and Utilizing database management systems (e.g. SharePoint) in order to customize, create, and manage workflows and/or permissions. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
