Duties

This Supervisory Executive Advisor position is located Operations Support (OS) Intelligence & Analysis (I&A), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Provides senior level, administrative and supervisory oversight with delegated authority to lead high level special projects, policy studies, initiatives, and change efforts of a special and sensitive nature. Analyzes and interprets policies, procedures, and precedents, and develops a range of alternatives for consideration on behalf of the Assistant Administrator (AA), Deputy Assistant Administrator (DAA) that address highly complex issues using expert technical knowledge and experience related to transportation, homeland and/or national security in support of TSA Intelligence and Analysis mission portfolios spanning intelligence and vetting operations and functions. Directs and coordinates the efforts of other professionals in multidisciplinary studies of extraordinary importance to the AA/DAA and for TSA as an agency. Oversees and integrates planning efforts to accomplish various phases of project requirements concurrently or sequentially. Variables considered often cross disciplinary lines requiring effectiveness in strategic planning and the ability to define objectives, develop innovative approaches, provide oversight and communicate roles and team expectations and requirements effectively. Serves as liaison for the AA/DAA with counterparts within TSA, as well as DHS and other intergovernmental committees and working groups. Attends meetings, conferences, and high level briefings on behalf of the AA/DAA and briefs leadership regarding significant results and developments. Develop, prepare and review senior executive level and/or agency and office level presentations and other communications to the AA/DAA, providing recommendations that serve as a definitive basis for major policy changes or other key changes affecting key TSA strategic programs and operations. Serves as an authoritative source of information to the AA/DAA on proposals that impact broad programs and organizations. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Supervisory/Managerial duties include: serving as a supervisor/manager for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as minimum one year at the SV-J or GS-14 in the federal service or equivalent with demonstrated experience in the resume with the following requirements and experience: Planning, directing, and carrying out long-range and highly complex policy studies, projects, or program analyses that address broad organizational issues that significantly impact key strategic objectives and operations related to transportation, national and/or homeland security; AND Applying knowledge and experience leading complex, multi-disciplinary projects across external and internal agency security partners to include: intelligence operations and/or screening/vetting operations; mission support, policy; field; and industry security and operational partners to integrate planning efforts to achieve mission goals related to transportation, homeland, and/or national security; AND Managing projects using executive principles and concepts, and applying knowledge of agency policies, processes, guidelines, and regulations to direct and coordinate the efforts of other professionals and subordinate staff to manage high visibility, multidisciplinary projects and deliverables, including overseeing and integrating planning efforts to accomplish various phases of project requirements including managing allocated resources (staff, budget, equipment, etc.) to accomplish the work; AND Using knowledge of the organization's intelligence operations and/or screening, vetting or security operations, policies and procedures to prepare, review, and coordinate senior executive level and/or agency level written reports, documents, SOPs, and other information and advisory materials to explain, report, or recommend actions or respond to information requests where the final audience are senior executive, senior administration/agency level officials and/or Congressional members and staff and as a supervisor directing such actions. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
