This position is located in the Department of Housing and Urban Development, Office of the Chief Information Officer.

Duties

As a/an Lead Contracting Officer Representative (COR), you will: Participate in the conduct of comprehensive studies and analysis of planned, in-progress, and completed contracted efforts for the purpose of obtaining maximum benefit and developing new or improved methods and procedures for accomplishment of program objectives. Ensure that CORs coordinate with subject matter experts on all support issues that may arise in the pre-planning, planning, technical evaluation for source selection and other duties delegated by the Contracting Officer. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as leading programmatic and acquisition-related pre-award activities such as the preparation of requisitions, acquisition plans, market research reports, work statements (i.e., Performance Work Statements, Quality Assurance Surveillance Plans, Cost Estimating), source selection plans, and evaluation criteria. Examples of this experience could include: - Interpreting and applying acquisition policies, procedures, and regulations for an organization, performing programmatic and acquisition-related pre-award activities; AND - Evaluating, designing and delivering a contract oversight program which supports program and agency or organizational mission related activities and services such as source selection plans; AND - Planning and execution of contractual actions; AND - Serving as an advisor and leading acquisition training. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
