This position is located in Division of Clinical Research (DCR), Program Planning and Analysis Branch (PPAB) National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).

Duties

If selected for this position, you may perform the following duties: Define goals to be met on major program issues, recommend a course of action, and implement the course of action chosen for various administrative areas of the organization, such as budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, or space utilization. Analyze organizational priorities and provide a wide range of liaison services to support program and/or administrative functions, including the development and implementation of policies and procedures. Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives; and analyze and integrate program financial, technical, and other information. Develop detailed plans, goals, and objectives for the long-range implementation, administration and change of the assigned program, and develop criteria for evaluating the effectiveness of the program. Serve as an expert program analyst and provides assistance in one or more of the following areas: policy analysis, program oversight, evaluation activities, strategic planning, and research coordination.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-13 level, if you meet one of the following qualification requirements: You qualify for this position at the GS-13 level if you have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; leading studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.
