The incumbent serves as the principle Program Specialist to the Director (SES Position). Coordinates issues at both a VISN and local level that often have national implications.

Duties

Duties include, but not limited to: The incumbent serves as Office Manager for the Director's Office which include the Offices of the Associate Medical Center Directors, Office of the Chief Nurse Executive, Office of the Chief of Staff, Office of the Equal Employment Opportunity, Offices of Compliance and Privacy, Administrative Residency Trainees and other staff assigned to the Office of the Director. The position reports to the Director of the Corporal Michael J Crescenz VA Medical Center and is a key member of the Director's staff. The incumbent performs management and program support work such as program planning, evaluation of administrative programs or issues, correspondence control, liaison, special projects and board or committee related work. Plan and accomplishes special projects. Incumbent manages special projects for the Office of the Director or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high level management. This may involve producing complex analysis and written reports, organizing special committees, workshops or other gatherings, as well as initiating program reviews. Incumbent provides technical advice for preparation of correspondence and ensures that secretaries in subordinate off ices use correct secretarial practices and procedures and that they are consistent with those dictated by the Director's Office. Prepares agenda and conducts periodic secretarial training session for all secretaries, clerks and administrative support staff for the Medical Center. Prepares and updates training materials as necessary to include changes in VA stationary and guidelines as directed by VA manual changes. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 0800-1630 Compressed/Flexible: Not Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and skill with using analytical tools and techniques, management information systems, software computer applications, data base applications and continuous quality improvement principles and techniques for analyzing and measuring the programs. Proficient interpersonal skills are required in order to answer veteran inquiries, communicating with all levels of medical center staff and coordinating and resolving issues within the Medical Center and between Medical Centers. Knowledge and skills required initiating and preparing memoranda, letters and other correspondence in order to address requites for Freedom of Information Act (FOIA requests. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL. B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but not limited to: Thorough knowledge of administrative concepts and practices in order to enable the incumbent to make changes in policies, to devise and install procedures affecting the organizations and to foresee problems. Strong written communications skills are necessary in order to develop policies, prepare guidelines and design instructional guidance on management improvement projects. Knowledge of the substantive authorities and functions of the Director as they apply to the VISN in order to serve as a liaison for the Director and the VISN OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is principally sedentary; however, some walking, standing, bending and carrying of light items is required. Travel may be required.
